<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftChapter 9: Implementation, Resources & MonitoringPOLICY IM1 <strong>Plan</strong>ning ObligationsThe <strong>Council</strong> will consider the use of <strong>Plan</strong>ning Obligations (S106 Agreements) in orderto provide for local or community needs relevant to the proposed development as setout in other policies of this <strong>Plan</strong>. <strong>Plan</strong>ning Obligations will cover a number of issuessuch as affordable housing, recreational space, art, transport/traffic improvements,community facilities, archaeology, amenity space/landscaping, training andemployment and crime and disorder measures. Separate guidance will be prepared toset out details of requirements.9.1 There are a number of policies in this <strong>Plan</strong> which aim to improve the local environmentfor existing residents of the <strong>District</strong> and new occupants. In order to ensure that any newdevelopment proposals are integrated a number of measures will be considered. <strong>Plan</strong>ningObligations are a way of integrating new development into the surrounding environmentespecially where development proposals may have a direct impact on others.9.2 The ODPM has recently carried out a consultation on changing the way planningobligations may be used. This consultation process has not yet produced any revisedguidance. Consequently the <strong>Council</strong> will prepare separate guidance on obligations oncelegislation is updated.POLICY IM2 MonitoringThe <strong>Council</strong> will produce an annual monitoring report to analyse the policies of the <strong>Local</strong><strong>Plan</strong> to ensure that the implementation of those policies is in accordance with the <strong>Plan</strong> andother national and regional guidance.9.3 Monitoring of housing development within the <strong>District</strong> has been undertaken since the mid1970’s and a comprehensive database has been developed. The Housing Land AvailabilityMonitoring System records the number and location of all new current planning permissionsfor housing and monitors their completion on a six monthly basis. The system has helpedto ensure that since it was established there has been an adequate supply of housing landavailable to meet housing needs in the <strong>District</strong>.9.4 Monitoring of employment development within the <strong>District</strong> has also been carried out sincethe late 1970s, and a comprehensive data base has been developed. The employmentland availability monitoring system records the location, site area and category of all newplanning permissions for employment, together with completions on a six monthly basis.Since the system was established it has helped to ensure an adequate supply of B1, B2 andB8 employment land to meet the employment needs of the <strong>District</strong>.9.5 The monitoring of the development of sites allocated, completions on sites that currentlyhave planning permission and sites that come forward under other employment proposalswill be continued on a six monthly basis. It is also intended to monitor floorspace inaddition to site area, and the Employment Policy under which the application was approved,September 2006 139
