<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftPOLICY H10 Replacement Dwellings in the Rural AreaThe replacement of recently occupied permanent dwellings within the rural area, withexisting use rights, will be permitted provided that:1. The new dwelling is located on or close to the site of the original dwelling; and2. the scale of the dwelling is no greater than a 15% increase to the original dwelling;and3. the design of the replacement dwelling is appropriate to its location andcomplements the character and architectural detail of other dwellings in the locality;and4. the proposal does not adversely affect the amenity of the area or adjoiningproperty; and5. appropriate access and parking arrangements can be providedThis policy is not intended to allow small houses to be replaced by much largerproperties.5.54 The <strong>Council</strong> recognises that there may be situations where the cost of renovation ofsubstandard or derelict properties is prohibitive. Where there is an existing use right,proposals for replacement dwellings will be considered against the above criteria. The newdwelling should reflect the scale and character of the existing dwelling and relate well toother dwellings in the area and the surrounding landscape. As such, the new dwelling mustnot be substantially larger than the dwelling to be replaced and should be located on orclose to the footprint of the original dwelling. This policy is intended to maintain the stockof existing dwellings in the rural area rather than add to the loss of smaller more affordableproperties.POLICY H11 Extensions to Existing Residential PremisesApplications for extensions to existing dwellings will be approved provided the <strong>City</strong><strong>Council</strong> is satisfied that the proposals are appropriate to the dwelling, its design andsetting. Inappropriate extensions which adversely affect the amenities of adjacentproperties by poor design, unreasonable overlooking and/or unreasonable loss ofdaylight and sunlight will not be permitted. Extensions must be of an appropriate scaleand not dominate the original dwelling.5.55 It is becoming increasingly common practice for homeowners to extend their dwellingsrather than undertake a move to a larger property. It is accepted that such extensionsmeet locally generated demand and make wise use of existing property and are generallyacceptable.5.56 However, in some instances, extensions to dwellings can destroy their character, have adetrimental effect on the townscape and landscape of the area and adversely affect theamenity of neighbouring dwellings. In these circumstances the <strong>City</strong> <strong>Council</strong> will attemptto negotiate an acceptable solution but if this proves to be impossible, unacceptableextensions will be refused. The <strong>City</strong> <strong>Council</strong> will be producing Supplementary <strong>Plan</strong>ningGuidance and will require developers to have regard to this Guidance when it is availablein accordance with advice in PPS12.84 September 2006
