<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftare currently being undertaken to arrive at a satisfactory scheme. Part of the overall sitewas in previous use although the remaining element is a greenfield site. The site lies within1.5km of the <strong>City</strong> Centre.Difficulties with this site in resolving the flood risk arising from development suggest deletionof this site as not consistent with PPG25 as identified in the Strategic Flood Risk Assessment.Wakefield Road/Lowry Hill5.87 Land at Wakefield Road is currently in employment use at the southern end of the KingstownIndustrial Estate. The site has potential access to the Lowry Hill residential area. Part of thesite still has a building in use and would require relocation but the majority of the site hasbeen cleared although currently under lease. A development brief has been prepared. Landto the east of the employment area is currently in allotment use, proposals for developmentof this area must be consistent with Allotment Policies of the <strong>Local</strong> <strong>Plan</strong> to ensure theinterests of allotment holders are taken into account.Carrs Field, Caxton Road5.88 Carrs Field is currently the home of the Creighton Rugby Club in <strong>Carlisle</strong>. The Rugby Clubis intending to relocate to the south of the <strong>City</strong> where improved facilities as part of theGarlands hospital redevelopment can be provided. This field will therefore become surplusto requirements during the <strong>Plan</strong> period as a privately owned playing field. The site is withinclose proximity to the Cumberland Infirmary and within 1.75 km of the <strong>City</strong> Centre. Land tothe north is part of the Engine Lonning wildlife site and pedestrian access is adjacent to theproposed development. Proposals will have to ensure that there is no harm to the wildlifeinterest of the adjacent site.Lindisfarne Street5.89 The site of Watts Ltd lies adjacent to a residential area in the south of the <strong>City</strong> and close tothe London Road Goods Depot. Access for employment related use is currently by informalarrangement through the railway land. It is proposed to redevelop this site for residentialuse and access would have to be provided from Lindisfarne Street.Nelson Street5.90 This site is part redevelopment of the Unitied Utilities site at the corner of Nelson Street andBlencowe Street. An office use is to be retained on the site and this area is excluded fromthe allocation. The Mill Race crosses the site and access will be required for maintenance.This could be designed into redevelopment of the site. The development will replace a largeindustrial structure and therefore design principles should look to the surrounding housingfor influence. There may be opportunity to enhance existing play facilities in the area ratherthan additional provision.Insert additional textThis site is a previously developed site within the urban area. It is identified within theStrategic Flood Risk Assessment as falling within an area liable to flood. More detaileddiscussion has been undertaken with the Environment Agency on proposed development forthis site. Proposals are capable of being developed which would satisfy the concerns of theEnvironment Agency on flooding matters. The site remains proposed for development withinthe plan.Milbourne Street5.91 This site is a former builders depot and is situated between Milbourne Street and the riverCaldew. Close to the <strong>City</strong> Centre the site is considered suitable for a high density, highquality residential development and could relate to the recently constructed University92 September 2006
