<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draft4.59 In particular, the use of traditional materials should be considered and where lighting isappropriate or necessary it should be subdued and concentrated directly on the sign oradvertisement rather than lighting a wider area.4.60 The <strong>Plan</strong> area also includes a number of conservation areas. It is considered that anyadvertisements in such locations should respect the character of the buildings and theimmediate surroundings.POLICY EC18 Telecommunications and Satellite Receiving EquipmentWhere either full permission, or prior approval for the siting and appearance underpermitted development rights, is required for telecommunications development(including masts and ancillary equipment) permission will be granted subject to thefollowing criteria:1. the proposal meets the highest possible standards of siting and design and takesaccount of the landscape character if it is to be located in a rural area; and2. the proposal would not result in any adverse impact on heritage features of thebuilt environment; and3. the proposed telecommunications service can not be provided by another means;and4. there is no reasonable possibility of sharing existing facilities; and5. there is no reasonable possibility of erecting antennas on an existing building orother structure; and6. evidence is submitted that all measures to reduce environmental impacts havebeen pursued; and7. evidence is submitted that the apparatus is in compliance with ICNIRP guidelinesPermission will be granted for satellite TV receiving dishes providing that the followingcriteria are satisfied:1. the dish is sited to minimise its visual impact; and2. the dish is sited so that no part of it projects above the highest part of the roof;and3. in conservation areas, the dish is located so as not to be visible from any publicviewpoint.4.61 Modern telecommunications systems are an essential and beneficial element in theeconomy and the life of the community. New technology is spreading rapidly tomeet demand for better communications for businesses, homes and public services.Telecommunications may have wider environmental benefits in reducing the need to travel,by enabling people to work from home and the <strong>Council</strong> recognises that telecommunicationsdevelopment may need specific locations to work effectively. Government guidance ontelecommunications is contained in PPG 8.4.62 Mobile telecommunication systems operators currently enjoy wide ranging permitteddevelopment rights. This means that many types of mast and base stations fall outside thescope of full planning control. However, a determination from the LPA of whether priorSeptember 2006 63
