<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftPrimary Residential AreasPrimary Residential Areas are housing areas within <strong>Carlisle</strong>, Longtown and Brampton. Theseareas are predominantly residential, and they contain a number of other uses normallyacceptable in housing areas such as churches, small shops and public houses.Primary Route NetworkThe Primary Route Network of Cumbria consists of the Motorway, trunk roads, and otherPrimary Roads. Within <strong>Carlisle</strong> <strong>District</strong> the Primary Route Network consists of the A7 towardsLongtown, the A689 and A69 towards Brampton and Newcastle, and the A595 towardsWigton, and the A74 to Scotland.Ramsar SiteRamsar sites are wetlands of international importance, particularly as waterfowl habitats.Ramsar sites are listed by the Secretary of State. The provisions of the Ramsar Conventionrequire the promotion of the conservation of the wetlands.Regionally Important Geological/Geomorphological Sites (RIGS)These are geological/geomorphological sites of local importance which complement thenational network of geological SSSI’s (see below). The aim of designation is to maintainand enhance specific features of rock and landform, and the dynamic natural processeswhich create them.Register of BattlefieldsSimilar to the Register of Parks and Gardens of Special Historic Interest, the Register ofBattlefields identifies a limited number of areas of historic significance where importantbattles are sufficiently documented to be located on the ground. This register is compiled byEnglish Heritage.Register of Parks and Gardens of Special Historic InterestThis is a register, produced by English Heritage, which identifies parks and gardens of visualand/or historic interest. There is currently two designations within the <strong>District</strong>.Scheduled Ancient MonumentThe Secretary of State, advised by English Heritage, compiles a Schedule of AncientMonuments which, by reason of period, rarity, fragility, potential etc. appear to be ofnational importance. Provisions relating to scheduled ancient monuments are contained inthe Ancient Monuments and Archaeological Areas Act 1979 and the National Heritage Act1983.Section 106 Agreement<strong>Plan</strong>ning Agreements (or ‘<strong>Plan</strong>ning Obligations’) are made under Section 106 of the Townand Country <strong>Plan</strong>ning Act 1990. Agreements may be made between a <strong>Local</strong> <strong>Plan</strong>ningAuthority and a land owner (often a developer) or may be entered into unilaterally by suchpersons. Agreements are usually employed to restrict the development or use of land inways which can not properly or conveniently be achieved by the imposition of conditions.Site of Special Scientific Interest (SSSI)Section 28 of the Wildlife and Countryside Act 1981 enables English Nature to designateareas of land which, by reason of their flora, fauna, or geological or physiographicfeatures, it is in the national interest to conserve. To protect SSSI’s from operations outsidethe scope of planning controls, English Nature specify to their owners and occupiers theoperations which they consider to be harmful to their conservation interest.September 2006 145
