Carlisle District Local Plan 2001 - 2016 Revised Redeposit draftStrategic Flood Risk AssessmentFollowing guidance in PPG25 Development and Flood Risk the assessment considers theplan area and the likely affects of proposals on flooding at a strategic area level not on anindividual site by site basis. It is a stage 1 assessment and identifies areas where additionalwork may be needed.The report is based on post flood data and is therefore the most accurate but does not takeinto account the affect of any new defences as these are still in the engineering or designstages and not operational.The assessment considers the relevant policies and each of the allocations for development.The study highlights seven areas where allocations are in conflict with flood risk. These arehighlighted in blue text in this report.Strategic Environmental Assessment (SEA)The SEA report contains a number of recommendations as mitigation measures whichreference particular policies within the plan. Many of these mitigation measures can beachieved by the inclusion of more cross-referencing in the plan. It is intended that this planis read as a whole and that all relevant policies are taken into account when assessingany proposals for development. In particular all Core Development Policies should beconsidered as well as specific policies dependent upon the proposals. There has beentherefore a conscious decision when writing this plan to omit extraneous cross-referencing.In order to be as comprehensive as the SEA requires there would be a multitude of crossreferencestatements needed in the plan. It is therefore more practical to advise all users ofthe plan that it is to be read in its entirety in order that no relevant policy is disregarded.For the purpose of this consultation the cross-reference to the relevant policy is indicatedto show how mitigation measures required can be resolved by the existing plan. It is notintended that these cross-references are included in the final version of the plan.Sustainable Development2.15 Sustainable Development is the continued theme of the Plan ‘s strategy from the existingCarlisle District Local Plan to this review. The Council has undertaken and updated anUrban Capacity Study which has formed the basis of housing land allocations in this Plan.A Sustainable Strategy2.16 Planning Policy Guidance/Statements continues to stress the Government’s intentionto work towards ensuring that development and growth are sustainable. This is furthersupported by publication of the Sustainable Communities Plan. With the development ofthe Plan Led System, Development Plans in particular have an important role in ensuringthat development and growth are sustainable. The County Structure Plan is founded on theprinciple of ensuring all development is sustainable in the long term. The Carlisle DistrictLocal Plan and its predecessors emphasised the importance of protecting both the builtand natural environments and directed development to existing developed areas whereverpossible. These aims form the basis for the Sustainable Strategy for this Plan.2.17 The Sustainable Strategy for Carlisle District gives a high priority to the conservation of itsscenic beauty, natural resources and the quality of the built environment through protectionfrom inappropriate development, as outlined in the Policies, whilst seeking to meeteconomic and commercial, housing and other needs of the population.16 September 2006
Carlisle District Local Plan 2001 - 2016 Revised Redeposit draft2.18 The main objective of this Local Plan is therefore to continue to make the best use of theexisting land resource by maximising the use for development of urban land, especiallywhere it is vacant, derelict or contaminated, and protecting the open countryside fromdevelopment that does not need to be located there, and open land of importance in urbanareas.2.19 The main aims of the Sustainable Strategy are:1. to develop Carlisle’s sub-regional role for employment, shopping, leisure and serviceswithout making excessive demands on resources, or being incompatible with theenvironment in which we live; and2. to balance the need for economic growth with the need to protect and enhance thequality of the environment; and3. to meet local housing needs; and4. to resolve conflict between pressure for an improved transport network, and the needto encourage a reduction in vehicular movements within and around the City; and5. to encourage appropriate forms of tourism development and rural enterprise; and6. to promote opportunities for the rural area to create job opportunities and maintainlocal facilities; and7. to minimise the dangers of pollution without obstructing economic growth; and8. to avoid harm to the health of residents.2.20 The achievement of these aims is vital if a sound economy and safe healthy environmentis to be passed on to the next generation. The land use planning system will be the mainmechanism to achieve the above aims and objectives, through the following measures:1. allocating sufficient land to meet employment, housing and other needs of thepopulation, primarily within the existing built up area focussing on previouslydeveloped land;2. integrating land use and transport planning to improve transport efficiency, reduce theneed to travel, encourage greater use of public transport and encourage cycling andwalking;3. local partnerships, with the City Council setting objectives and targets, and involvingthe local community in determining local priorities, including affordable housing, andenvironmental priorities, and providing opportunities for practical action;4. environmental assessment of all major development projects that are likely to havesignificant environmental effects;5. monitoring the effectiveness of planning policies in delivering the objectives ofsustainable development;6. promotion of environmental protection and enhancement, including measures toprotect, replace, if lost or damaged and enhance public open space and wildlifehabitats, and pursuing such measures as recycling initiatives.2.21 A Sustainability Appraisal has been undertaken on the deposit policies and has been feedinto revised policies arising from consultation on the Deposit Plan.September 2006 17
