<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftundertaken a national consultation on the future of air transportation. This was followed bythe publication of the Aviation White Paper which states about <strong>Carlisle</strong> Airport:“ 8.24. Although <strong>Carlisle</strong> is not currently a significant commercial airport, it has hadcommercial services in the past and plans have been put forward to invest in the airportwith a view to providing new commercial flights serving Cumbria and the southern partsof Dumfries and Galloway and the Scottish Borders Services from <strong>Carlisle</strong> Airport wouldassist economic growth in the areas within its potential catchment and in particular wouldimprove access for high spending in bound tourists to the Lake <strong>District</strong> and the South West ofScotland"To enable a co-ordinated approach for planning and investment, a Masterplan is currentlybeing prepared which examines the options for airport related development to facilitatecommercial operations.POLICY DP4 <strong>Carlisle</strong> RacecourseProposals for development at <strong>Carlisle</strong> Racecourse will be favourably consideredwhere they enhance the existing sporting, economic, recreation and tourism functionof the racecourse. Proposals for redevelopment will be judged against their impacton the surrounding environment, highways and road safety and other policies of this<strong>Plan</strong>. Enabling development will be considered where this would improve the existingoperation of the racecourse.Mitigation: Need to provide opportunities for improved public transport, cycling andpedestrian access to the racecourse to make it more accessible and help reduce trafficproblems. This can be addressed through reference to Policy CP16.2.33 <strong>Carlisle</strong> Racecourse is situated to the south of <strong>Carlisle</strong> at Blackwell. In recent years thegrandstand has been redeveloped to provide a more suitable venue for racegoers andprovide additional facilities. The racecourse is experiencing operational difficulties at racemeetings with potential conflict between vehicular traffic and race competitors. In order toresolve this conflict some form of enabling development is required to provide improvedfacilities and a safer environment for all users of the racecourse.2.34 The racecourse is an important economic asset for the <strong>City</strong> and as such the <strong>Council</strong> willsupport its operational role through this policy. This important link is reinforced by theextension of the Urban Area settlement boundary for <strong>Carlisle</strong> around the racecourse area.POLICY DP5 Trunk RoadsMajor development proposals will be assessed against their impact on the safe andefficient operation of the trunk road network.Land will be safeguarded for the Highways Agency road scheme, the M6/A74 extension(Junction 44 - Guardsmill).2.35 The Highways Agency is the responsible Authority for this motorway scheme, which alsoforms part of the Transport Policy T26 of the Draft Cumbria and Lake <strong>District</strong> Joint Structure<strong>Plan</strong>.2.36 The Highways Agency has undertaken consultation on the most appropriate route andenvironmental assessment work is underway. An All Purpose Route (APR) will be created for22 September 2006
