Carlisle District Local Plan 2001 - 2016 Revised Redeposit draftPOLICY LE32 Hazardous SubstancesPlanning permission will not be granted for new development which would be subjectto risk from existing hazardous installations. The same consideration will apply toproposals for new installations that would involve the use, movement or storage ofhazardous substances (e.g. certain gases, liquids and explosive chemicals) and pose anunacceptable risk to the health or safety of users of the site, neighbouring land and/orenvironment.6.115 Within the Plan area there are a number of notifiable hazardous substance installations.Whilst these are subject to stringent controls under existing health and safety legislation itis considered prudent to control the kinds of development in the immediate vicinity of suchinstallations. To ensure adequate separation of hazardous installations and housing orother incompatible uses, the City Council will take into account the advice of the Healthand Safety Executive concerning off-site risks to the public arising from any proposeddevelopment which would introduce one or more hazardous substances.122 September 2006
Carlisle District Local Plan 2001 - 2016 Revised Redeposit draftChapter 7: TransportPOLICY T1 Parking GuidelinesThe level of car parking provision for development will be determined on the basis ofthe following factors:1. the Parking Guidelines for Cumbria as updated by additional requirements inPPG 13;2. the availability of public car parking in the vicinity;3. the impact of parking provision on the environment of the surrounding area;4. the likely impact on the surrounding road network; and5. accessibility by and availability of, other forms of transport.Mitigation: The policy could strengthen its recognition of the need to be promoting moresustainable modes of transport by making reference to the need for a proposal to beconsidered against accessibility and availability of walking and cycling provisions as well asother forms of transport.Should also include reference to the need for parking provisions to cater for the potentialeffects of flood risk. (See Policies CP15-16, LE27-28))7.1 The City Council has adopted Parking Guidelines in Cumbria (September 1997) as a basisto determine car parking requirements within developments. These Guidelines were adoptedprior to the publication of PPG 13 Transport March 2001. This guidance set maximumparking requirements for some forms of development. The Council will utilise the maximumtargets in PPG 13 until such time as the Parking Guidelines are updated. The Counciloperates the guidelines flexibly, particularly in the City Centre and other conservation areaswhere their implementation could have a serious environmental impact.7.2 The guidelines suggests that land use policies should aim to promote development that isless reliant on the private car and that the availability of car parking is one of the majorinfluences on people’s choice of transport.7.3 The guidelines set a range of maximum and operational amounts of parking for broadclasses of development and location.POLICY T2 Parking in Conservation AreasWithin conservation areas, off-street vehicle parks will not be permitted, unless they:1. are small in scale; and2. have no adverse impact on the street frontage or character; and3. have no detrimental effect on neighbouring properties; and4. have satisfactory access.Mitigation: Could include reference to the need to consider the effects that insufficient offstreetparking may have on on-street parking. If unmanaged can have a detrimental effecton the character of a conservation area. Could be strengthened by including reference tothe need to provide/promote alternative forms of transport. (See Policies CP15-16)7.4 Large scale car parking in conservation areas will detract from their environmental quality,disrupt the tight knit fabric of the building pattern and attract more vehicles into the area.They are therefore inappropriate.September 2006 123
