<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftPOLICY LE32 Hazardous Substances<strong>Plan</strong>ning permission will not be granted for new development which would be subjectto risk from existing hazardous installations. The same consideration will apply toproposals for new installations that would involve the use, movement or storage ofhazardous substances (e.g. certain gases, liquids and explosive chemicals) and pose anunacceptable risk to the health or safety of users of the site, neighbouring land and/orenvironment.6.115 Within the <strong>Plan</strong> area there are a number of notifiable hazardous substance installations.Whilst these are subject to stringent controls under existing health and safety legislation itis considered prudent to control the kinds of development in the immediate vicinity of suchinstallations. To ensure adequate separation of hazardous installations and housing orother incompatible uses, the <strong>City</strong> <strong>Council</strong> will take into account the advice of the Healthand Safety Executive concerning off-site risks to the public arising from any proposeddevelopment which would introduce one or more hazardous substances.122 September 2006
