<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draft7.5 However, off-street vehicle parks in the sensitive areas may be accepted in certaincircumstances. If the scale of the proposal is small, usually less than 20 parking spaces,well related to the pattern of development in the locality, does not have any adverse impacton visual amenity, is unlikely to increase traffic movement to a significant extent, is notdetrimental to the enjoyment of occupation of adjacent properties and has satisfactoryaccess, then additional off-street car parking may be acceptable.7.6 Proposals for temporary off-street car parks in conservation areas will also be subject tothis policy. It is recognised that off-street car parking can sometimes be an acceptabletemporary use where sites are awaiting redevelopment. Opportunities for temporary usewill be rare as the <strong>City</strong> <strong>Council</strong> will seek Section 106 Agreements linking demolition to theimplementation of acceptable redevelopment proposals.POLICY T3 Parking Outside Conservation AreasWithin the <strong>Plan</strong> area, outside the conservation areas, proposals for the development ofcar, coach and lorry off-street parking will be permitted subject to the following criteria:1. there is an inadequate supply of existing vehicle parking provision in the localityto meet the need for off street parking for public use in the locality; and2. the site is well related to the existing road network and there is sufficient capacityto accommodate the increased vehicular activity generated by the use; and3. the proposal does not adversely affect the amenity of the surrounding area.Mitigation: Policy could be strengthened by assessing parking needs againstopportunities for providing or improving public transport, walking and cycling access tocertain areas. Policy could include criteria requiring parking provisions to be designedto a high standard which does not have an adverse effect on the quality or character ofthe surrounding townscape, landscape or countryside.Should also include reference to the need for any parking provisions to consider thepotential effects on increased flood risk.Should acknowledge the potential for roadside verges to have important biodiversityvalue. (See Policies CP4, CP16, LE1, LE27-28)7.7 There is a need for adequate public vehicle parking throughout the <strong>Plan</strong> area, but itsprovision will be guided by the principles outlined in the policy and the Sustainable Strategyof the <strong>Plan</strong>.7.8 The Policy’s criteria seek to ensure that additional vehicle parks are provided only wherethere is a genuine need for additional parking. If this need can be shown additional parkingfacilities will only be permitted where there is no detrimental effect to the occupation ofadjoining properties, where the existing road capacity is sufficient to accommodate theincreased traffic and where acceptable access arrangements can be made.7.9 The <strong>Council</strong> does recognise the benefits of creating rural lay-bys in appropriate locationsfor recreation visitor management and will seek to promote the opportunities to developsuch facilities in conjunction with Cumbria County <strong>Council</strong>. This will help to avoid theindiscriminate use of soft road side verges for parking which often result in a damagingimpact on the surrounding landscape.7.10 The amount of car parking required will be assessed on the basis of the adopted guidelines,together with the above criteria and, in certain situations, schemes which provide alternativeparking arrangements will be acceptable.124 September 2006
