<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draft3.67 Section 17 of the Crime and Disorder Act 1998 makes it a duty for local authorities toexercise its various functions with due regard to the likely effect and to do all it reasonablycan to prevent crime and disorder in its area. The <strong>City</strong> <strong>Council</strong> takes an active role inthe <strong>Carlisle</strong> and Eden Crime and Disorder Reduction Partnership and will continue touse its planning policies to assist in this process. A number of <strong>Plan</strong>ning Policy Statementsemphasise the way in which design and layout can assist in reducing the potential forcrime, in addition the ODPM has published Safer Places - The <strong>Plan</strong>ning System and CrimePrevention.3.68 The planning system can be instrumental in producing environments that are well managed,lively and attractive, which discourage crime and anti social behaviour. The <strong>Council</strong>considers it important that people feel safe in the environments in which they live and moveabout in. Developers will therefore be expected to adopt designs for new developments thattake fully into account the security of property and people. However the approach to designshould still be sensitive to local circumstances. It is evident that insensitive approachesto crime prevention can result in an increased fear and perception of crime by creatingenvironments which appear threatening and as such are avoided. A number of existingalleyways will be gated to prevent nuisance and this should be borne in mind when creatingnew access routes.3.69 Developers are advised to liaise with the Police Architectural Liaison Officer (ALO) as partof the ‘Secured by Design Initiative’ on ways in which both the physical and environmentalsecurity of a new development can be improved through design helping to improve securityand reduce incidences of crime.3.70 The <strong>Council</strong> has Supplementary <strong>Plan</strong>ning Guidance ‘Designing Out Crime in ResidentialAreas’ which was produced in line with the then DoE Circular 5/94 ‘<strong>Plan</strong>ning Out Crime’which states that ‘there should be a balanced approach to design which attempts toreconcile the visual quality of a development with the need for crime prevention.’3.71 It is intended that this policy will take this guidance further and ensure that the principlesare applicable to all types of development. The Supplementary <strong>Plan</strong>ning Guidance willbe updated in association with the <strong>Carlisle</strong> and Eden Crime and Disorder ReductionPartnership.September 2006 45
