<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftPOLICY CP6 Use of Traditional MaterialsIn order to sustain the local environment consideration will be given to locally sourcedtraditional materials to maintain the local character of buildings and their environment.Within conservation areas the <strong>City</strong> <strong>Council</strong> will seek to ensure that existing traditionalmaterials are reinstated following repairs to roads, pavements, kerbs and undergroundservices.3.29 <strong>Local</strong>ly sourced materials will assist in reducing the need to import materials into the areaand will help to sustain the local economy. This should not however be at the expense ofthe local environmental quality. If local materials can not be used alternative materials ofequal quality should be considered to maintain the character of the <strong>District</strong>.3.30 Traditional surface materials of setts, cobbles, sandstone kerbs and sandstone flags make asignificant contribution to the character of conservation areas and complement surroundingbuildings.3.31 Often this character is destroyed by either repairs to roads and pavements being carriedout using non-traditional materials or by the use of tarmac to reinstate the road surfacefollowing repairs to underground services. It is accepted that temporary reinstatement isoften necessary but the original traditional materials should always be finally reinstated.3.32 The character of the conservation areas can too easily be destroyed by inappropriaterepairs and reinstatement and the <strong>City</strong> <strong>Council</strong> will seek to encourage the use of thetraditional materials where appropriate.POLICY CP7 Renewable EnergyProposals for any renewable energy development must satisfy the following criteria:1. That there would be no significant adverse visual impact on the immediate andwider landscape or townscape; and2. That there would be no adverse impact on biodiversity; and3. That any new structures can be sensitively assimilated into the surroundinglandscape/townscape and/or habitat, and would respect the local landscapecharacter; and4. That measures are taken to mitigate any foreseen noise, smell or other nuisanceor pollutants likely to effect nearby occupiers, amenities and/or neighbouring landuses;5. That any waste arising as a result of the development should be minimised anddealt with using a suitable means of disposal; and6. That proposals would not cause unacceptable levels of harm to features of local,national or international importance; and7. That adequate provision can be made, for access and parking and the potentialimpacts on the road network; and8. That there would be no adverse unacceptable conflict with any existingrecreational facilities and routes; and9. That they would not give rise to any unacceptable cumulative effects whenconsidered against any previous extant planning approvals or other existingrenewable energy developments.September 2006 35
