<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftacceptable provided that the site meets the size threshold and is suitable in other respectsfor the development. <strong>Plan</strong>ning conditions and Section 106 Agreements will be used wherethey relate to present and future occupancy by eligible people.5.29 In <strong>Carlisle</strong>, the need for affordable housing has recently been reappraised and has providedupdated information. The urban area of <strong>Carlisle</strong> has a relatively good supply of improvedterraced housing, which provides a reasonable supply of low cost market housing. However,recent surveys have confirmed that <strong>Carlisle</strong> is a low-income area and there is therefore stilla need for affordable market, shared ownership and rented accommodation. This problemhas been exacerbated by the recent rises in property prices and an increase in the purchaseof smaller terraced properties for the buy-to-let market pricing out potential first timepurchasers.5.30 Windfall sites will provide the majority of housing provision in the rural area. This meansthat there are few opportunities to provide affordable housing. As a result the threshold foroperation of this policy has been reduced to ensure that contributions are made towardaffordable housing to enable new units to be developed to tackle housing need.5.31 Government advice in Circular 06/98: <strong>Plan</strong>ning and Affordable Housing and PPG 3:Housing establish that there is a clear need to provide better housing choice, opportunityand mix to create inclusive, sustainable communities with housing developments aiming tomeet the needs of the whole community including those requiring affordable and specialneeds housing.5.32 In the urban area targets will be established for all allocated sites of between 15 and30% to ensure a continued supply throughout the <strong>City</strong>. The Structure <strong>Plan</strong> panel reporthas recommended that the affordable housing thresholds for consideration be set at 0.4hectares or 10 dwellings, above which affordable housing will be requested. Therefore sitesover 10 units will also be required to make a contribution (on-site or by commuted sum)towards the provision of affordable or social housing.5.33 In the rural area the thresholds for social and affordable housing are:1. 25% of development costs on large sites (over 0.8 ha or 25 dwellings); or2. 20% on medium sites (over 0.3 or 10 dwellings); or3. 10% on small sites (over 0.1 ha or 3 units).5.34 In considering affordable housing development the <strong>Council</strong> will have regard to its HousingStrategy in order to achieve the correct mix and number of units for each site. The <strong>Council</strong>’shousing services will be involved in negotiations on the type of housing to be provided toensure local need is being addressed.5.35 In certain circumstances developers may enter into an agreement with the <strong>Council</strong> to givea financial contribution (commuted sum) towards the provision of affordable housing onanother site in lieu of making on site provision. This will be acceptable where it is neitherpractical nor viable to provide the housing on site and the alternative site meets the sizethreshold and is suitable in other respects for the development.5.36 A ‘housing needs’ survey is currently being undertaken to establish where there areshortages in affordable housing provision across the <strong>Carlisle</strong> <strong>District</strong>. This will be maintainedon an ongoing basis using information on trends, market changes as well as local surveys.September 2006 79
