<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draft5.19 <strong>Carlisle</strong> benefits from several high density areas particularly of older terraced housingthroughout the <strong>City</strong>. Higher density developments in some areas of the <strong>City</strong> are causingdifficulties with regard to parking where car ownership levels are high and surroundingdevelopments are also built at high density. The density of new development will haveto take into account the impact on surrounding developments of additional high densitydevelopment.5.20 The <strong>Council</strong> will monitor the level of density permitted and if the average level is not above30 dwellings per hectare it will consider reviewing the policy to set a minimum density forall developments.POLICY H4 Residential Development on Previously Developed Land andPhasing of DevelopmentThe <strong>City</strong> <strong>Council</strong> will achieve the Structure <strong>Plan</strong> permission targets of 65% brownfieldin the urban area and 40% brownfield in the rural area during the <strong>Plan</strong> period. Inorder to achieve the higher target in the urban area greenfield permissions will not begranted in addition to any allocations in Proposal H16. In order to achieve these targetspermission will be phased on sites over 20 dwellings in the urban area and over 10dwellings in the rural area.These targets will be achieved through a sequential approach to site developmentwhere brownfield sites are available in the sustainable locations consistent with DP1and not developed solely because they are brownfield sites.Mitigation: Needs to take into identify that development on brownfield land needs to takeinto consideration the potential effects on biodiversity (See Policy LE1)5.21 Targets for brownfield residential development have been set nationally for several yearsand this has been reflected in RPG and Joint Structure <strong>Plan</strong> targets. The definition ofbrownfield is considered to be that of previously developed land as contained in Annex Cof PPG 3 and reproduced in the Glossary of this plan. Housing development in <strong>Carlisle</strong><strong>District</strong> is achieving an annual construction rate of just below 50% on previously developedland, and in order to increase the level of construction fewer greenfield permissions shouldbe granted. The opportunity to increase brownfield development can only be achieved inthe <strong>City</strong> due to limited opportunities in sustainable locations in the rural area.5.22 To increase the level of completions on brownfield sites requires phasing of permissions toensure a consistent rate of development is achieved. Draft Structure <strong>Plan</strong> Policy H14 alsosets annual permission rates. In order to balance the provision of housing by reducing thedevelopment rate and achieving brownfield targets housing sites in the urban area of over20 dwellings will be phased. In the rural area phasing may be required on sites over 10dwellings.5.23 Where development on a greenfield site already has permission additional dwellings maybe given permission to increase density where this is consistent with other policies. Wherepermission lapses it will be subject to this policy.September 2006 77
