<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draft4.27 In the event of stores ceasing to trade, proposals for alternative uses will be judged againstother policies of the <strong>Plan</strong> and adjacent uses.POLICY EC6 Primary Shopping FrontagesWithin the <strong>City</strong> Centre Shopping Area, Primary Shopping Frontages are defined onthe Proposals Map. Proposals other than for A1 retail use within these frontages willbe restricted to no more than 25% of the frontage and no more than 2 continuousfrontages in order to retain vitality and viability of the <strong>City</strong> Centre Shopping Area.In the <strong>City</strong> Centre Shopping Area, (other than the primary shopping frontages), usesin Business Use (B1) and Financial and Professional Services (A2) Use Classes will beacceptable provided that:1. the scale and design of the development is compatible with the surrounding area;and2. the proposal does not adversely affect the amenity of adjacent properties.4.28 In the main shopping areas of the <strong>City</strong> Centre, A1 retail uses dominate the ground floorof the core area. It is important to retain the vitality and viability of the <strong>City</strong> Centre byensuring A1 uses continue to dominate. Offices are a significant secondary land use. Officeaccommodation in the <strong>City</strong> Centre is normally small in scale and contributes to the rangeof office accommodation available. This policy provides for the establishment and extensionof office uses within these areas, at both street frontage and upper floor levels subject to thecriteria stated. In particular, the <strong>City</strong> <strong>Council</strong> will wish to ensure that proposals for uses inthe Business Use Class are appropriate to shopping frontages and that a satisfactory streetfrontage is maintained.POLICY EC7 Neighbourhood FacilitiesProposals for neighbourhood supermarkets and other shopping proposals within oradjacent to the district centres, identified on the Proposals Map, will be acceptableproviding that:1. it is well related to existing local shopping provision; and2. it does not adversely affect the amenity of any adjacent residential areas; and3. appropriate access, parking and security arrangements can be achieved; and4. appropriate landscaping is an integral part of the scheme.5. it does not affect the viability or vitality of the district centreIn order to minimise the impact on nearby centres conditions may be imposed to restrictthe sale of non-food goods in such stores and limit the size of stores to reflect the scaleof the district centre.Could be strengthened by identifying need for neighbourhood facilities to be accessibleby safe cycle/pedestrian routes. (See Policy CP15)4.29 Neighbourhood supermarkets can provide a useful service for local people, providingopportunities for those without cars to benefit from discounted food stores and being closeto residential areas, help to reduce demand to travel by private car.4.30 Recent inquiries and applications have been on a variety of sites or buildings within existingresidential and industrial areas, often unrelated to existing local shopping provision.
