<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftPROPOSAL H16 Residential Land AllocationsTo provide for housing needs an additional 4955 dwellings are required between April1st 2002 and March 31st 2016. This figure takes account of the number of outstandingpermissions at 1st April 2002. Making allowances for windfall sites provision, landfor a further 2190 dwellings is allocated for primary residential purposes, providingfor a variety of housing needs. The additional sites, are set out in the table below andsubsequent paragraphs. All housing developments will be closely monitored to ensurethat the scale of residential development relates to the Structure <strong>Plan</strong> requirement.The policy should make reference to the need for housing developments to take intoconsideration the effects on flooding (See Policies LE27-28)5.72 The targets for the draft Structure <strong>Plan</strong> (as indicated in the Panel’s Report) are based ontwo areas the <strong>City</strong> (Urban Area) and North Cumbria (Rural Area). The targets for the <strong>Plan</strong>period are as follows:<strong>City</strong> (Urban Area) 3500North Cumbria (Rural Area) 9155.73 In addition the dwellings demolished at Raffles can be replaced as this is net gain onlyand no account was taken for the ongoing demolition of these dwellings in the <strong>Council</strong>’shousing land monitoring until the future of this area became clear.Raffles demolished(existing & programmed) 540<strong>District</strong> Total 2002-2016 49555.74 In achieving these targets regard has to be had to Structure <strong>Plan</strong> Policy H18 whereby 65%of urban permissions and 40% of rural permissions should be on previously developedland.5.75 Eighty per cent of the Structure <strong>Plan</strong> requirement will be met in <strong>Carlisle</strong> and the remaining20% in the rural part of the <strong>District</strong>. This division is based upon:1. the Sustainable Strategy of the <strong>Plan</strong> to concentrate development in <strong>Carlisle</strong>;2. Structure <strong>Plan</strong> Policy 5, which requires that new development should be providedmainly in the towns, to meet the social and economic needs of the County’spopulation.5.76 The table opposite sets out the housing land allocations taking into account permissionsgranted between the 1st April 2002 and 31st March 20045. The information is based oncurrent applications, <strong>Local</strong> <strong>Plan</strong> requests following publication of the Deposit Draft and the<strong>Council</strong>’s urban capacity study.5.77 Sites have been allocated in order to achieve the brownfield targets. Permission will not begranted in the urban area for greenfield sites over and above those allocated in the plan. Awindfall allowance is included to allow for small-medium brownfield sites to come forwardthat have not yet been identified or are at an early stage of discussion. Sites will be phasedto enable the <strong>Council</strong> to meet brownfield site targets.88 September 2006
