<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftPOLICY LE25 Equestrian DevelopmentThe development of stables, horse riding schools and/or riding centres in the rural areawill be permitted provided that:1. There will be no unacceptable impact upon the landscape and character of thearea; and2. Adequate access arrangements and on-site car parking can be achieved; and3. The scheme will not have a detrimental effect upon nearby properties orsurrounding land uses; and4. The scheme reuses an existing building(s) where possible and any associatednew build, where necessary, should be located within or adjacent to an existingbuilding or group of buildings; and5. The surrounding roads and bridleways are adequate for the increased use byhorseriders, with the roads being suitable for both riders and motorists; and6. The issue of lighting is addressed to ensure that there is no impact on surroundinguses; and,7. The intensity of use is appropriate for the character of the area.6.93 Horse riding and keeping are popular leisure activities attracting a wide range of people,as well as being an intrinsic part of rural life. <strong>Carlisle</strong> <strong>District</strong> has seen an increase in thenumber of proposals for equestrian development; this trend is likely to continue due tochanges in the rural economy providing scope for diversification in rural businesses.6.94 Horse keeping can be an appropriate use in the countryside provided that care is takenover the siting and location of buildings and that access to roads and bridleways isadequate. As with all developments care must be taken to ensure the design of any newbuilding is appropriate, preference will be given to proposals that seek to reuse existingbuildings. Associated buildings should be situated in one block or a tight grouping toreduce visual impact on the landscape and means of enclosure should reflect localcharacteristics. Proposals likely to give rise to significant damage within sensitive areas, suchas important habitats or landscapes, will not be acceptable.6.95 Conditions may be imposed upon applicants to ensure that jumps and other equipmentare removed and stored out of site to help reduce the visual impact, of the operation, onthe landscape. High standards of maintenance and management are required to ensurethat the activities do not adversely effect the countryside and that the horses are wellaccommodated and cared for.6.96 There is a highways safety issue associated with increasing levels of horseriders on theroads, therefore schemes which would give rise to excessive numbers of horses on thesurrounding roads will not be favourably considered.116 September 2006
