<strong>Carlisle</strong> <strong>District</strong> <strong>Local</strong> <strong>Plan</strong> 2001 - 2016 Revised Redeposit draftdeveloped for central <strong>Carlisle</strong> in order to improve the <strong>City</strong>’s defences to deal with a 1 in200 year event. Any proposals for development within the Rickergate area will have toensure that they provide adequate flood defences and do not compromise other parts of the<strong>City</strong>.4.72 Research into the property market in <strong>Carlisle</strong> in 2002 indicated that despite <strong>Carlisle</strong> beingthe administrative centre for the County, the office market appeared undeveloped for a<strong>City</strong> of its size. Development of the <strong>City</strong>’s office sector could widen the economic baseand increase the skills base. Very little office space is available and there is a continuingdemand for well located, modern, good quality office space. Demand for ‘over the shop’space continues to be weak.EC20Kingmoor ParkKingmoor Park is designated on the Proposals Map as a Regional Investment Site inaccordance with RPG13 and the North West Regional Economic Strategy. A central hubfor the Regional Investment Site will be developed at the link with the CNDR where ittraverses the site.EC204.73 Kingmoor Park is designated a Regional Investment Site in line with RPG Policy EC5. Theboundaries of the RIS are shown on the Proposals Map. An extension to the RIS to providea further 10 ha of land for development within the <strong>Plan</strong> period has been identified. Thisland forms part of a planned extension to Kingmoor Park, to incorporate a further 20 haidentified as a Strategic Employment Site. Development of the RIS extension will not becommenced before 2011 unless before that time available land supply within the KingmoorPark RIS falls below 15 ha.BrunthillTen hectares of land at Brunthill is designated as an extension to the RegionalInvestment Site at Kingmoor Park. Development will be concentated on use Clases B1,B2 and B8. Development of the RIS extension will not be commenced before 2011unless before that time available land supply within the Kingmoor Park RIS falls below15 ha. A central hub for the Regional Investment Site will be developed at the southernpart of this site at its link with the CNDR.In addition 20 hectares of land are designated for a strategic employment site buildingon the growth of the Regional Investment Site.A Development Guide/Masterplan approach will be adopted for the development ofthis site resulting in a Supplementary <strong>Plan</strong>ning Document adopted by the <strong>Council</strong>.4.74 This total area of approximately 30 ha at Brunthill is allocated for B1, B2 and B8purposes. A Masterplan approach to the Brunthill land will be required in order to ensurea satisfactory comprehensive development to integrate the existing Kingmoor Park with theadditional land. The designation of this land will strengthen the <strong>City</strong>’s Regional role as anemployment provider and improve its economic role in the north west. Extensive areas ofbrownfield land already form part of the Regional Investment Site, this extension, althoughgreenfield, is well contained by the existing development and provides a logical extension tothe existing provision.66 September 2006
