In the phrase the first reluctantwitness, the adjective first modifies the followi ng adjective reluctant together withthe noun witness. This means that although there may have been previous witnesses,the phrase refers to the first witness who was reluctant.However, in the phrase the reluctant first witness, the adjective first modifies onlythe noun witness. This means that there were no previous witnesses.
