he made it very clear that he considered <strong>the</strong> colonial administration<br />

(‘from <strong>the</strong> humblest employee of <strong>the</strong> rubber companies to <strong>the</strong> King<br />

of <strong>the</strong> Belgians’ (Lemkin 1950c: 88)) to be guilty of <strong>the</strong> murder and<br />

<strong>the</strong> enslavement of <strong>the</strong> Congolese, he emphasised that atrocities had<br />

usually been committed by Africans <strong>the</strong>mselves who were in <strong>the</strong> pay<br />

of <strong>the</strong> Belgians. These ‘native militia’ were described by Lemkin as<br />

‘an unorganized and disorderly rabble of savages whose only recompense<br />

was what <strong>the</strong>y obtained from looting, and when <strong>the</strong>y were cannibals,<br />

as was usually <strong>the</strong> case, in eating <strong>the</strong> foes against whom <strong>the</strong>y<br />

were sent’ (Lemkin 1950c: 9). The Belgian system of exploitation only<br />

worked thanks to <strong>the</strong> readiness of some ‘natives’ to support <strong>the</strong> colonisers,<br />

Lemkin stated:<br />

An ingenious system was devised by <strong>the</strong> rubber companies…<br />

Sentries were chosen for <strong>the</strong>ir savage characters, and killed and<br />

tortured <strong>the</strong> natives according to <strong>the</strong> barbaric customs prevalent<br />

among primitive peoples, and also in terror of <strong>the</strong> punishment that<br />

would be infl icted on <strong>the</strong>m by <strong>the</strong> white agents should <strong>the</strong>y fail to<br />

collect <strong>the</strong> required amount [of rubber] (Lemkin 1950c: 89).<br />

According to Lemkin, <strong>the</strong> same method was applied by <strong>the</strong> Germans<br />

to secure <strong>the</strong>ir rule in Africa. And he believed that this system contributed<br />

decisively to <strong>the</strong> brutality of Germany’s colonies:<br />

The African natives have always been divided into two categories:<br />

The peaceable and <strong>the</strong> warlike, and <strong>the</strong> Germans turned this situation<br />

to <strong>the</strong>ir own advantage. The warrior tribes were turned into<br />

tools of <strong>the</strong> German army and were thoroughly trained, ferociously<br />

disciplined, and given practically unlimited power over all o<strong>the</strong>r<br />

natives. The word of a German soldier was always believed ra<strong>the</strong>r<br />

than that of a subject native, and thus <strong>the</strong> native soldiers were free<br />

to tyrannise over <strong>the</strong>ir fellows, giving free rein to <strong>the</strong>ir savage lust<br />

for murder and rapine (Lemkin 1950a: 49).<br />

What is more, Lemkin stated that <strong>the</strong> spread of diseases and <strong>the</strong> destruction<br />

of traditional indigenous institutions in <strong>the</strong> Congo was<br />

above all <strong>the</strong> result of <strong>the</strong> native mercenaries’ activities:<br />

The sentries introduced gross and wholesale immorality, broke up<br />

family life, and spread disease throughout <strong>the</strong> land. Formerly native<br />

conditions put restrictions on <strong>the</strong> spread of disease and localized<br />

it to small areas, but <strong>the</strong> black Congo soldiers, moving hi<strong>the</strong>r<br />

and thi<strong>the</strong>r to districts far from <strong>the</strong>ir wives and homes, took <strong>the</strong><br />

women <strong>the</strong>y wanted and ignored native institutions, rights, and<br />

customs (Lemkin 1950c: 26).
