Entry Point Projects<br />
EPP 1<br />
This EPP aims to position Malaysia as a<br />
duty-free haven, allowing our prices to be<br />
more competitive in the region and attract<br />
tourists to shop more and in turn, increase<br />
sales. In the 2010 NKEA labs, the categories<br />
of goods proposed for duty exemption<br />
were: cosmetics and perfumes (Section<br />
33), leather goods (Section 42), textiles,<br />
apparel and clothing (Sections 61-63),<br />
footwear (Section 64), headgear (Section<br />
65), jewellery excluding coins (Section<br />
71), electrical goods (Section 85) and toys<br />
(Section 95).<br />
EPP 2<br />
The Bukit Bintang (BB) - Kuala Lumpur City<br />
Centre (KLCC) area has been designated<br />
as Malaysia’s premier shopping precinct.<br />
The Ministry of Tourism is leading efforts<br />
to increase shopping spend in the precinct<br />
by creating better pedestrian connectivity,<br />
increasing commercial mix and improving<br />
streetscaping.<br />

Positioning Malaysia as a<br />
Duty Free Shopping Destination<br />
The BB-KLCC Tourism Association was set<br />
up in September 2011 to represent the<br />
interests of landowners, mall operators<br />
and retailers within the precinct. Its core<br />
responsibilities include the coordination<br />
of marketing and promotional activities<br />
and the development of the precinct into a<br />
major tourist shopping destination.<br />
Currently, members of the association<br />
include BB Plaza, Berjaya Times Square,<br />
fahrenheit88, Federal Hotel Kuala Lumpur,<br />
Achievements<br />
In the 2011 Budget, the Prime Minister<br />
announced the abolishment of import<br />
duties for 328 items, under the categories<br />
mentioned above.<br />
Tourism Malaysia also stepped up efforts<br />
in promoting Malaysia as an attractive<br />
shopping destination. As a result, the<br />
Departing Visitor’s Survey by the Shopping<br />
Secretariat Malaysia under the Ministry of<br />
Tourism reported that the percentage of<br />
shopping spend in Malaysia increased from<br />
28 per cent in 2010 to 32 per cent in 2011<br />

JW Marriott Kuala Lumpur, Lot 10, Piccolo<br />
Mondo, Plaza Low Yat, Pavilion Kuala<br />

Wang Plaza, Suria KLCC and Starhill Gallery.<br />
Integrated Events<br />
The BB-KLCC Association combined the<br />
promotional efforts of its members to<br />
collaborate on a number of events held<br />
in the precinct. These events included<br />
the Formula 1 Street Exhibition held in<br />
March 2011 in conjunction with the 2011<br />
Formula 1 Street Exhibition Superheroes Campaign<br />
while the total tourist spend per arrival<br />
increased from RM660 to RM736.5 in the<br />
same period.<br />
Moving Forward<br />
NKEA: Tourism EPP 1 – EPP 2<br />
The prices of goods will continue to be<br />
monitored to gauge competitiveness of<br />
the products vis-a-vis regional markets.<br />
Concurrently, Tourism Malaysia will<br />
continue to promote Malaysia as an<br />
attractive destination for shopping. Efforts<br />
will also focus on encouraging principal<br />
brands to choose Malaysia as a logistics<br />
and distribution hub.<br />
Formula 1 Race held in Malaysia, the<br />
‘Superheroes’ campaign during the midyear<br />
school holidays in May 2011 and<br />
the Malaysian Year End Sale in November<br />
2011. Promoted both domestically and<br />
internationally, these events showcased<br />
collaborative efforts by the major malls to<br />
ensure the success of the events.<br />
