Connecting 1Malaysia<br />
Connecting 1Malaysia aims to fast track the adoption of new,<br />
value-added communication services for business, household<br />
and government use by creating an ecosystem conducive to the<br />
accelerated adoption of these technologies. A three-pronged<br />
approach is being taken, comprising efforts to catalyse demand<br />
for new services, accelerate adoption and dismantle barriers that<br />
prevent large-scale deployments.<br />
The initial emphasis of this EPP is on cloud computing, enhanced<br />
personal communication through tele-working and telepresence,<br />
location aware services such as location-based services<br />
and fleet logistics, and digital infotainment. Connecting 1Malaysia<br />
will collectively generate RM1.8 billion in GNI and create 2,056<br />
incremental jobs by 2020.<br />
Achievements<br />
Within the tele-working and tele-presence focus, a hosted<br />
infrastructure platform for Telepresence services, has been<br />
established. Telepresence is the next generation in video<br />
conferencing technology that allows virtual meetings to be<br />
conducted using life-sized, high-definition video and spatial<br />
discrete audio.<br />
To this end, VADS Berhad and Cisco signed a collaborative<br />
agreement to build the first Telepresence exchange infrastructure<br />
in Malaysia. It offers Managed Telepresence Services to the private<br />
and public sector locally and within the region. To date, the project<br />
has charted commendable progress, with 37 sites completed<br />
where Telepresence services are operational, including Menara<br />
VADS, Menara TM and PT VADS Indonesia.<br />
The e-Learning EPP aims to establish a common knowledge<br />
platform for students and professionals that will enhance teaching<br />
methods in terms of quality, interactivity and accessibility,<br />
encourage continuous learning for professionals and help prepare<br />
the general population as the country shifts towards a knowledgebased<br />
economy. Malaysia’s e-Learning approach is based on tight<br />
collaboration between the public and private sector, where the<br />
latter is instrumental in accelerating the deployment of fibre<br />
infrastructure around the country. Broadband connectivity and<br />
the development of a knowledge platform based on broadband<br />
connectivity will link all Malaysian schools and related parties such<br />
as educators, students and their families as well as other relevant<br />
institutions such as libraries, museums and universities. To further<br />
facilitate this, all students and teachers will be provided with their<br />
own desktops and notebooks or mobile services for accessing the<br />
platform.<br />
In addition this platform will support Continuous Professional<br />
Development for professionals such as teachers, lawyers and<br />
accountants, with the potential for a regional roll out once<br />
completed.<br />

In tandem with this EPP’s aim to increase technical skills and<br />
technology transfer, another initiative by Cisco has seen 30 local<br />
people trained in the manufacturing of Carrier Routing System 1<br />
(CRS1) that has generated RM400 million worth of revenue from<br />
the sale of the product.<br />
Moving Forward<br />
VADS is venturing into a partnership with an international firm to<br />
expand the Telepresence service. Interconnection is expected to<br />
be ready by January 2012 to locations around the world.<br />
We continue to encourage participation from the private sector<br />
in promoting People-to-Machine and Machine-to-Machine<br />
applications.<br />
e-Learning will generate incremental GNI of RM1.5 billion, 800<br />
new jobs and spur the growth of connected devices used for e-<br />
Learning from 0.5 million to eight million by 2020. A total of 64 per<br />
cent of Malaysian schools will also be connected by 2012.<br />
Achievements<br />
To raise awareness of the benefits of e-Learning, the Ministry<br />
of Education has been actively promoting educational online<br />
content. To date, a total of 4,166 educational programmes and<br />
education-related programmes have been uploaded onto<br />
EduWebTV (accessible at www.eduwebtv.com.my). So far, it has<br />
113,205 registered users.<br />
Moving Forward<br />
Under this EPP, the 1BestariNet project is underway to provide<br />
connectivity to and inside schools, connectivity support and a virtual<br />
learning platform to more than 9,000 schools in Malaysia by 2013.<br />
This project will ensure connectivity of up to 10 Megabits-per-second<br />
(Mbps) to all urban schools and up to 4 Mbps for rural schools.<br />
The Government also continues to engage with the private sector<br />
in efforts to provide affordable devices and innovative content<br />
both for the local and export markets.
