On average, Malaysia is 34 per cent more<br />

energy-intensive than its peer countries.<br />

We will focus on five relevant levers to<br />

improve energy efficiency in Malaysia:<br />

1. The Government will lead by example<br />

on energy-efficiency practices and<br />

philosophy<br />

2. Stimulate sales of energy-efficient<br />

appliances<br />

3. The Government will work with<br />

Tenaga Nasional Berhad (TNB) to make<br />

co-generation economically viable<br />

4. Regulate better insulated buildings<br />

5. Stimulate the sale of energy-efficient<br />

vehicles<br />

Achievements<br />

SAVE, or Sustainability Achieved via<br />

Energy Efficiency, is a programme<br />

spearheaded by the Ministry of Energy,<br />

Green Technology and Water (KeTTHA),<br />

to improve energy efficiency in Malaysia<br />

through five initiatives. It was launched in<br />

July 2011.<br />

This one-off initiative is to stimulate<br />

sales of energy-efficient appliances<br />

by providing rebates for refrigerators,<br />

air-conditioners and chillers to<br />

qualified consumers. The programme<br />

is implemented through collaboration<br />

between KeTTHA and utility companies<br />

(TNB , Sarawak Electricity Bhd, Sabah<br />

Electricity Sdn Bhd) with participating<br />

appliance and equipment manufacturers<br />

as well as retailers throughout Malaysia to<br />

reach the targeted groups.<br />

100,000 rebate vouchers for five-star<br />

rated refrigerators worth RM200 each,<br />

and 65,000 vouchers for five-star rated<br />

air conditioners worth RM100 each have<br />

been allocated to states across Malaysia.<br />

Improving Energy Efficiency<br />

SAVE, or Sustainability Achieved via Energy Efficiency, is spearheaded by the Ministry of Energy,<br />

Green Technology and Water (KeTTHA)<br />

To date, about 12.4 per cent and 7.1 per<br />

cent of market share of five-star rated<br />

energy efficient refrigerators and airconditioners<br />

respectively have been<br />

recorded through the initiatives being<br />

implemented, with total energy saving<br />

accumulation of 66.3 GWh.<br />

In March, it was announced that Faber<br />

Group Berhad will spearhead the pilot<br />

project for the Energy Performance<br />

Management System (EPMS) for<br />

government entities. Faber has<br />

commenced and completed energy audits<br />

at five hospitals in the northern states of<br />

Peninsular Malaysia. Implementation of<br />

zero and low cost measures are expected<br />

to be completed by December 2011.<br />

To stimulate the use of fuel efficient cars,<br />

the import duty on all hybrid cars has<br />

been exempted, bringing the cost of<br />

hybrid models such as the Toyota Prius<br />

and Honda Insight to more competitive<br />

levels. Sales of hybrid cars are expected<br />

to achieve record highs in 2011. This<br />

exemption was extended to the end<br />

of 2013 in the recent Budget 2012<br />

announcement.<br />

Moving Forward<br />

Promotion of awareness in efficiency of<br />

energy utilisation will be increased in<br />

2012 onwards. This is targeted at creating<br />

the right public attitude in terms of using<br />

energy more wisely and efficiently.<br />

In the meantime the efficient management<br />

of energy programmes (Energy<br />

Performance Contracting) in 120 topenergy-using<br />

government buildings will<br />

be further explored for implementation<br />

in all government buildings and private<br />

properties.
