Scope of River Cleaning<br />

Revitalising the Klang River into a Heritage<br />

and Commercial Centre for Greater KL/KV<br />

The River of Life (RoL) is an EPP that aims to<br />

transform the Klang River into a vibrant and<br />

liveable waterfront with high economic<br />

value. This transformation is divided into<br />

three components: river cleaning, river<br />

beautification and land development.<br />

River Cleaning<br />

River cleaning will be conducted along<br />

a 110 kilometre stretch along the Klang<br />

River basin, covering the municipal areas<br />

of Majlis Perbandaran Selayang (MPS),<br />

Majlis Perbandaran Ampang Jaya (MPAJ)<br />

and Dewan Bandaraya Kuala Lumpur<br />

(DBKL). The goal is to bring the river from<br />

its current Class III – Class V water quality<br />

(not suitable for body-contact) to Class IIb<br />

(suitable for recreation) by year 2020.<br />

River Masterplanning and<br />

Beautification<br />

To increase economic viability of the area,<br />

masterplanning and beautification works<br />

will be carried out on a 10.7 kilometre<br />

stretch along the Klang and Gombak river<br />

corridor. Significant landmarks in the area<br />

include Dataran Merdeka, Bangunan<br />

Sultan Abdul Samad and Masjid Jamek.<br />

Land Development<br />

The masterplanning and beautification<br />

works will spur economic investments<br />

into the areas immediately surrounding<br />

the river corridor. To catalyse development<br />

along the corridor, potential government<br />

land will be identified and tendered out<br />

to private developers through competitive<br />

bidding.<br />

Achievements<br />

River Cleaning<br />

To date, 46 work packages for river<br />

cleaning works have been planned. Of<br />

these packages, 18 are already under<br />

construction mainly for the initiatives<br />

to utilise retention ponds and remove<br />

pollutants from sewage, to implement the<br />

Drainage and Stormwater Management<br />

Master Plan to upgrade drainage systems,<br />

to install additional gross pollutant traps,<br />

and to construct new communal grease<br />

traps, amongst others. The river cleaning<br />

works has exceeded its Key Performance<br />

Index (KPI) of 15 per cent completion with<br />

19 per cent completion in 2011.<br />

River Beautification<br />

On 12 April 2011, the River Beautification<br />

Taskforce organized a three-month<br />

International Masterplanning Competition<br />

to identify the best vision and masterplan<br />

for the beautification works along the 10.7<br />

kilometre stretch of Klang and Gombak. Five<br />

internationally acclaimed masterplanners<br />

were shortlisted to participate in the<br />

competition, which ended on 15 June 2011.<br />

The competition was judged by a panel<br />

of local professionals and international<br />

experts from the United States, the United<br />

NKEA: Greater Kuala Lumpur/Klang Valley EPP 4 – EPP 5<br />

Kingdom and Australia. Members of the<br />

public were also encouraged to participate<br />

in the decision-making process by voting<br />

for their favorite masterplan through<br />

an online e-voting platform and public<br />

exhibition. Public votes accounted for 20<br />

per cent of the decision.<br />

The precincts covered by the RoL project<br />

Moving Forward<br />

In 2012, the river cleaning works will shift<br />

into high gear with 17 sewerage projects to<br />

begin construction while the initiatives to<br />

remove pollutants using retention ponds<br />

and the implementation of the Drainage<br />

and Stormwater Management Masterplan<br />

is targeted to reach approximately 70<br />

per cent completion. In addition to the<br />

sewerage and drainage works, wastewater<br />

treatment plants will be installed in wet<br />

markets by local councils while a public<br />

outreach and awareness programme will<br />

be launched to engage public participation<br />

in ensuring the water quality of the Klang<br />

and Gombak Rivers are well sustained after<br />

cleaning and beautification.<br />

On top of this, the first phase along<br />

Precinct 7 is undergoing design phase and<br />

the river beautification works will begin<br />

construction in the second half of 2012.<br />
