EPP EPP44<br />
This EPP aims to increase production for high-value fish species<br />
(sea bass, grouper, tilapia), to effectively account for an additional<br />
28 per cent growth of total aquaculture production in 2020. This<br />
will be implemented through an anchor company, which will<br />
be tasked to manage the operations of its own farm as well as<br />
providing extension services such as providing training, setting<br />
standard operating procedures and guidelines to its contract<br />
farmers. The contract farmers in turn will gain from a guaranteed<br />
buy-back agreement with the appointed anchor companies.<br />
Achievements<br />
Four anchor companies have been appointed to manage the farm<br />
operations in Tasik Temenggor, Tawau and Kota Belud respectively.<br />

The Department of Fisheries will monitor the progress of the four companies to ensure<br />
the construction of the cages and other infrastructures are completed as planned in 2012.<br />
Simultaneously, more companies will be approached to participate in the project to achieve<br />
the 2012 high-value fish production target of 30,258 metric tonnes (MT).<br />
EPP 5<br />
The target for this project was to integrate rearing of 300,000<br />
heads of cattle in large oil palm plantations, generating RM150<br />
million in GNI, securing RM343 million in investments and creating<br />
3,600 jobs in 2020.<br />
Achievements<br />
Cattle Integration in Oil Palm Estates<br />
Despite the implementation challenges due to low take-up by<br />
large oil palm players, the Department of Veterinary Services<br />
secured 25 medium-sized plantations in the cattle integration<br />
business to participate in this project. This collectively amounted<br />
to 543,625 hectares of land available for integration.<br />
To support this EPP, the Government is providing incentives of<br />
additional cattle to the plantations as well breeding and feed<br />
programmes to support the livestock industry.<br />
Moving Forward<br />
NKEA: Agriculture EPP 2 – EPP 5<br />
In addition to the low take-up rate from the private sector, it was<br />
found upon re-evaluation that the GNI impact of this project does<br />
not justify the amount invested in the long run. As such, no further<br />
development will be done on this project from 2012 onwards.<br />
However, the Department of Veterinary Services will continue to<br />
monitor the 25 plantations.<br />
