The role of the IPR panellists<br />
and process<br />
The role of the IPR panellists is to<br />
objectively assess the performance of<br />
the <strong>ETP</strong> in 2011 in terms of providing an<br />
overall perspective of the programme in<br />
2011; highlighting the positive aspects of<br />
the <strong>ETP</strong>; and sharing insights on areas for<br />
improvement as well as best practices from<br />
other countries, if any.<br />
From 7 to 8 February 2012, the panellists<br />
went through a full two-day review of<br />
<strong>ETP</strong> and Government Transformation<br />
Programme (GTP) efforts. During the<br />
course of these two days, the panellists<br />
were taken through detailed presentations<br />
of each NKEA and National Key Result<br />
Area (NKRA) (including the work done<br />
during the labs) and the outcomes to<br />
date. The panellists were also furnished<br />
with presentations, materials, data and<br />
evidence that supported the results. As<br />
was the case in 2010, the Directors of each<br />
NKEA and NKRA were on hand to deliver<br />
Hershman and Huang at the full two-day review<br />
Sharing information with the Prime Minister at the Cabinet Away Day<br />
detailed presentations of their respective<br />
NKEAs and NKRAs and field questions from<br />
IPR panellists in an open and transparent<br />
manner.<br />
Each panellist had plenty of opportunities<br />
to ask questions and critique all aspects<br />
of the <strong>ETP</strong> and GTP. They were also given<br />
time to deliberate among themselves<br />
and prepare their feedback which was<br />
then shared with the Prime Minister, the<br />
Cabinet and the PEMANDU Secretariat.<br />
In the interest of public disclosure, the<br />
<strong>ETP</strong> findings have been published in this<br />
Annual Report. Together with the report on<br />
International Performance Review<br />
the Agreed-upon Procedure (AUP) exercise<br />
undertaken by PricewaterhouseCoopers<br />
(PwC), the <strong>ETP</strong>’s data have been verified<br />
and confirmed. The consensus is that<br />
the <strong>ETP</strong> achievements presented here<br />
are indeed real, tangible and can be<br />
accounted for.<br />
We also present here, the feedback as<br />
delivered by the IPR panellists to the Cabinet<br />
as well as their additional individual input<br />
in challenging some of our key arguments,<br />
addressing areas for improvement and<br />
encouraging continued efforts in meeting<br />
our objectives.<br />
