in 2011, exceeding the target of only 902,<br />
for this EPP. These are indicated in Exhibit<br />
9.4.<br />
Moving Forward<br />
MCMC together with the Ministry of<br />
Information, Communications and Culture<br />
will continue to build and commission<br />
1,600 more sites nationwide, expand the<br />
wireless towers and community broadband<br />
centres in 2012.<br />
With regards to Community Broadband<br />
Centres, MCMC in collaboration with EPU<br />
will address all telecentres around the<br />
country to ensure better coordination and<br />
uniform experience for the rakyat.<br />
EPP 9<br />
This EPP aims to address the affordability<br />
and quality of Malaysia’s internet services<br />
by creating tiered broadband price plans<br />
based on priority of service and usage<br />
caps. Network operators were encouraged<br />
to develop differentiated packages that<br />
catered to the broad spectrum of user<br />
needs, from the high-end segment that is<br />
willing to pay for faster speeds to the more<br />
price-conscious users who desire lower<br />
barriers to entry and functionally sufficient<br />
services.<br />
It is also an instrument to fairly charge<br />
the small minority of users who<br />
consume a disproportionate amount of<br />
bandwidth.<br />
Achievements<br />
The service providers have responded to<br />
the smart network call by the proliferation<br />
of tiered packages for the market.<br />
Coupled with the National Broadband<br />
Initiative by the Ministry of Information,<br />
Communications and Culture and market<br />
response, the number of subscribers<br />
for such packages surpassed the initial<br />
industry target of 15 per cent of total<br />
packages available in the market.<br />
