SEGi Education Group, the champion for this particular EPP,<br />
has pledged RM398 million to establish an ECCE hub in Kota<br />
Damansara, Selangor Darul Ehsan and satellite ECCE centres<br />
nationwide.<br />
In July 2011, a Memorandum of Understanding (MoU) to establish<br />
a consortium of ECCE Training Centres was signed by SEGi<br />
Education Group, Institute of Early Years Development, DIKA<br />
College, Alpha International College (REAL Education Group),<br />
Kirkby International College, Institute CECE, The Children’s House<br />
and Persatuan Pengasuh Berdaftar Malaysia.<br />
Since its establishment, the consortium has presented to the<br />
Government a 10 Year Early Childhood Care and Education (ECCE)<br />
Workforce Training Roadmap (2011 – 2020). Among the targets<br />
within the roadmap are the upskilling of the existing workforce,<br />
provision of multiple and accessible training opportunities,<br />
active recruitment of qualified childcare providers and<br />
educators, availability of career options for graduates and,<br />
clustering of training centres into an ECCE hub. In the meantime,<br />
a showcase hub has been set-up in SEGi College Subang Jaya.<br />
Scaling Up International Schools<br />
International schools have been growing at a rate of 10 per<br />
cent over the past five years, driven by growth in the expatriate<br />
population as well as the liberalisation of entry of Malaysian<br />
students into international schools. Looking ahead, this demand<br />
is expected to further increase in line with Greater Kuala Lumpur/<br />
Klang Valley NKEA’s target of increasing the expatriate and<br />
returning diaspora population.<br />
Achievements<br />
Currently, 68 international schools are in operation. An additional<br />
20 operators have been granted licences but have yet to<br />
commence operations. This rapid scale-up of international schools<br />
is a notable achievement towards our target of 87 international<br />
schools by 2020 with a target enrolment of 75,000 students.<br />

The consortium is currently mapping the demographics,<br />
qualifications and experience of the current ECCE workforce, to<br />
understand steps which need to be taken to upgrade in-service<br />
teachers. The study is funded by a SEGi University College<br />
research grant amounting RM20,000.<br />
Moving Forward<br />
Supported by the Teacher’s Training Division under the Ministry<br />
of Education, the consortium is currently preparing the platform<br />
for the announcement of the minimum qualification for all<br />
preschool teachers.<br />
On top of this, the Government will be identifying another<br />
6,999 private pre-school teachers for a three-week training<br />
course in 2012 where a significant portion of the training will be<br />
outsourced to private ECCE training centres.<br />
The Government has also introduced Investment Tax Allowances<br />
to encourage the growth of international schools. Existing and<br />
new international schools are now eligible for a 100 per cent<br />
Investment Tax Allowance on qualifying capital expenditure<br />
incurred within a period of five years.<br />
Moving Forward<br />
The Ministry of Education will propose to remove the quota for<br />
Malaysian students in international schools as well as deregulate<br />
the tuition fees. This EPP will also continue to focus on increasing<br />
the number of International students by promoting studying<br />
in Malaysia. The Ministry of Education will play a key role in<br />
facilitating local international schools to promote Malaysia as the<br />
preferred education destination.
