Strengthen Human resource (Hr)<br />

Management<br />

Small and medium enterprises (SMEs) have been the backbone<br />

of economic growth in Malaysia due to their sheer numbers,<br />

size and nature of operations. In order for Malaysia to achieve a<br />

developed nation and high income status, SMEs are expected to<br />

be an important driver of growth as they make up about 99 per<br />

cent of total business establishments and employ 56 per cent of<br />

country’s workforce. Hence this initiative focusses on providing<br />

HR management solutions and upskilling services for SMEs to<br />

enhance their human resources quality and productivity.<br />

There are three types of solutions and services provided which<br />

include:<br />

1. HR solutions for basic and enhanced HR solutions package<br />

programmes to educate SME business owners on HRM,<br />

enhance HR knowledge and skills and provide HR certification<br />

3. Peer sharing of HR practices amongst business owners is also<br />

In the journey towards becoming a high income nation, policies<br />

and programmes to increase female labour force participation<br />

should be given attention to ensure women’s talents are leveraged<br />

on to increase productivity. The SRI labs have identified a few<br />

measures to help promote the participation of women in the<br />

workforce:<br />

Initiatives and programmes to support these measures are<br />

currently undergoing implementation. For the year 2012, the<br />

initiatives and targets are as follows:<br />

• For provision of childcare support, the target is to legalise and<br />

set-up 800 childcare centres and train up to 4000 childcare<br />

minders who are well-qualified.<br />

• In the interest of up-skilling and re-skilling women, the target<br />

is to re-train 280 women who wish to re-enter the workforce<br />

Provision of professional and affordable childcare support<br />

Work-life balance: extending current flexi work regulations to<br />

provide a structured mechanism for the implementation of<br />

flexi work arrangements.<br />

Upskilling and reskilling of women into the workforce<br />

with a grant provided by the government and an end in mind<br />

for these women to be employed.<br />

• To ensure that the country meets the target of 30 per cent<br />

women in decision making positions by 2016 as announced<br />

by the Prime Minister in 2011, there will be 200 corporate<br />

women who will be trained in 2012 to be ready for promotion<br />

4. Ensuring 30 per cent women in decision making positions, into Board of Directors level. The list of eligible women<br />

especially in the private sector (the public sector has achieved has been finalised following various syndications with the<br />

33 per cent at decision making levels)<br />

Companies Commission of Malaysia(CCM), Bursa Malaysia,<br />

5. Legislate a stand-alone Sexual Harassment Act<br />

All these initiatives are expected to encourage more women’s<br />

participation in the workforce.<br />
