Nurturing Malaysia’s Creative Content Industry<br />

This EPP aims to nurture domestic content<br />

creation, services and distribution/<br />

broadcasting sectors with the ultimate<br />

aim of transforming Malaysia into a<br />

regional hub for digital content and in<br />

the process creating 10,326 jobs. Also<br />

known as the MY Creative Content EPP, it<br />

also represents a new industry-led publicprivate<br />

collaboration to grow the export<br />

and domestic content segments at 20<br />

per cent and 13 per cent respectively<br />

every year. Beyond GNI benefits, this EPP<br />

will help preserve Malaysia’s culture and<br />

heritage for the 21st century and future<br />

generations. The initial focus for this was<br />

the sector of filming and animation, laying<br />

the foundation for an expansion into<br />

music, arts and craft and performing arts.<br />

Achievements<br />

To address the current lack of critical mass<br />

of local content, several initiatives led by the<br />

National Film Development Corporation<br />

Malaysia (Perbadanan Kemajuan Filem<br />

Nasional Malaysia – FINAS), Arkib Negara<br />

Malaysia (ANM), Filem Negara Malaysia<br />

(FNM) and Radio Televisyen Malaysia<br />

(RTM) are underway. To date, 35,702<br />

hours of Malaysian content have been<br />

digitised to preserve our national heritage<br />

and subsequently promote Malaysian<br />

culture regionally. The Government is<br />

also providing financial assistance to<br />

Computer-Generated Imagery (CGI) and<br />

mobile applet content makers through<br />

the CGI Fund and Integrated Content<br />

Development 2 (ICON2) programmes<br />

in support of computer graphics and<br />

multimedia applications respectively.<br />

Two projects are well underway to<br />

distribute Malaysian content locally and<br />

globally. SelectTV Sdn Bhd is promoting<br />

Malaysian-made content on its Internet<br />

Protocol television system to nearly 30,000<br />

hotel rooms in markets such as Dubai,<br />

Thailand and Singapore, while Asia Media<br />

Sdn Bhd is pushing the content through its<br />

system on 1,500 buses and trains.<br />

Two new entities were also set up to<br />

promote Malaysia and its home grown<br />

content. FINAS has created a new division<br />

called Bahagian Galakan Penggambaran to<br />

promote Malaysia as a destination hub for<br />

filming and the Malaysia Creative Content<br />

Association was established, led by<br />

industry players with the aim of increasing<br />

export of local content overseas.<br />

In improving talents, the framework for<br />

the Creative Industry Lifelong Learning<br />

Programme has been finalised to address<br />

talent gaps in the creative content<br />

industry. The Government is allocating<br />

financial grants for this programme under<br />

the administration of the Multimedia<br />

Development Corporation and Ministry<br />

of Science, Technology and Innovation.<br />

Further in accrediting and listing of talents,<br />

the Creative Content Industry Guild was<br />

established to increase professionalism in<br />

the industry.<br />

2020<br />

Dasar Industri Kreatif Negara (DIKN), a<br />

national policy framework for the creative<br />

industry, was initiated by the Ministry<br />

of Information, Communications and<br />

Culture. Its focus on multimedia, arts<br />

and culture seeks to promote and guide<br />

the creative industry holistically. This<br />

overarching policy sees traction in the<br />

form of projects identified above that are<br />

largely led by the industry.<br />

Moving Forward<br />

In an effort to host content locally, FNM is<br />

in the process of establishing an integrated<br />

content hosting platform with a local<br />

content hosting provider. The platform<br />

will provide easy access to local content<br />

by interested parties, drive the content<br />

towards digital format.
