<strong>ETP</strong> ANNUAL REPORT 2011<br />

Ensuring Broadband for All<br />

The goal of this EPP is to increase<br />

broadband accessibility by designating<br />

broadband access as an essential utility<br />

for consumers, like water and electricity,<br />

and bridging the digital divide in our<br />

nation. This is a practice that is already in<br />

place in other countries such as Finland<br />

where universal broadband access is<br />

legally mandated. The United Kingdom<br />

and Sweden have also announced<br />

similar plans.<br />

The focus is primarily on easing the<br />

provisioning of fibre-optic cables through<br />

readily available ducts, particularly for<br />

new residential areas, and the gazetting<br />

of landed and rooftop sites for wireless<br />

infrastructure.<br />

This initiative will result in RM1.7 billion<br />

in GNI contribution and create 5,468 new<br />

jobs by 2020.<br />

Extending Reach<br />

In Malaysia, urban areas enjoy particularly<br />

high broadband subscription rates of up to<br />

60 per cent, in contrast to the sub-urban,<br />

rural and remote rates of 25 per cent, 20 per<br />

cent and 15 per cent respectively. This EPP<br />

aims to drive up broadband subscription<br />

levels in non-urban areas to as much as 90<br />

per cent of households in 2020, resulting<br />

in 3.4 million new broadband subscribers.<br />

The forecast for the corresponding GNI<br />

impact is RM2.4 billion and a total of 2,090<br />

new jobs created.<br />

The initiatives under this EPP mainly utilise<br />

a shared infrastructure approach to reduce<br />

costs and public-private partnerships.<br />

Among them are the formation of a<br />

consortium by wireless service providers<br />

to actively share infrastructure to lower the<br />

cost of providing access and enabling the<br />

private sector to utilise MCMC’s Universal<br />

Service Provision (USP) fund’s contributor<br />

utilisation clause to build the necessary<br />

infrastructure for rural and remote areas.<br />

It is expected that 0.75 million new fixed<br />

broadband subscribers, 1.92 million new<br />

mobile data subscribers and 2.4 million<br />

new voice subscribers to sign up for these<br />

services by 2020.<br />

Achievements<br />

To address the access gaps (mostly in<br />

urban areas), the Malaysian Cabinet<br />

approved and made amendments to the<br />

Uniform Building By-Laws (Undang-undang<br />

Kecil 25 and 27) 1984 Act that requires<br />

all developers to provide broadband<br />

infrastructure (e.g. internal ducting with<br />

copper/fibre cable, external ducting<br />

without cables and manholes without<br />

cable) for all new housing developments.<br />

The National Council for Local Government<br />

subsequently accepted the announcement<br />

in May 2011 and all states are now in the<br />

process of adopting the amendment at<br />

the state level.<br />

Achievements<br />

The Community Broaband Centre initiative<br />

led by MCMC focuses on providing ICT<br />

services to the community in rural areas.<br />

To date, there are 252 centres in operation<br />

nationwide, providing internet services<br />

at a very affordable rate to the rural<br />

community.<br />

Kampung Tanpa Wayar is an initiative<br />

inspired by the Minister of Information,<br />

Communications and Culture. It is part of<br />

The local councils of Kuala Lumpur<br />

and Kota Kinabalu have adopted the<br />

‘Connected@City’ programme to increase<br />

broadband adoption among SMEs and<br />

businesses through an annual license<br />

renewal requirement. The Mayors of the<br />

two cities have announced that business<br />

operators (e.g. food and beverages outlets,<br />

hotels, universities, shopping malls) are<br />

encouraged to offer wireless internet<br />

facilities.<br />

Moving Forward<br />

The team will continue to encourage<br />

other major cities like Johor Bahru and<br />

Kuantan to launch the Connected@City<br />

programme.<br />

MCMC’s ongoing efforts towards realising<br />

the USP objectives outlined under the<br />

Communications and Multimedia Act 1998,<br />

Universal Service Provision Regulations<br />

2002 (the Regulations) with regard to the<br />

provisioning of collective and individual<br />

Internet service access in underserved<br />

areas.<br />

To date, the service has been commissioned<br />

in more than 1,300 villages and 215<br />

towers have been erected. A total of 1,588<br />
