<strong>ETP</strong> ANNUAL REPORT 2011<br />

Through centralised initiatives under the Government<br />

Transformation Programme (GTP), the bottom 40 per cent income<br />

group continues to be supported by various policy measures at<br />

the Federal and State levels to narrow the income disparity.<br />

The focus of this SRI is to grow SMEs which are known to be the<br />

backbone of any economy. The SMEs in Malaysia contributed<br />

more than 30 per cent to the national GDP in 2010 with an average<br />

growth rate of 5.7 per cent.<br />

In Malaysia, out of the 30 per cent total SME contribution,<br />

Bumiputera SMEs only contributed 13 per cent to the national<br />

GDP in 2010. There is a need to grow Bumiputera SMEs to match<br />

non-Bumiputera SME contribution to the GDP by year 2020 to at<br />

least a 50:50 ratio. As such, the target is to grow the Bumiputera<br />

SME contribution by 11.5 per cent year-on-year from 13 per<br />

cent GDP contribution in 2010 to 20 per cent GDP contribution<br />

by 2020.<br />

Achievements<br />

TERAJU<br />

The two NEM policies form a small component of the bigger<br />

agenda – the Bumiputera Economic Transformation Programme<br />

(B<strong>ETP</strong>). The B<strong>ETP</strong> that is led by TERAJU, a unit in the Prime Minister’s<br />

Department that reports directly to the Prime Minister and the<br />

Majlis Tindakan Agenda Bumiputera (MTAB). TERAJU was set up to<br />

lead, coordinate and drive Bumiputera participation through new<br />

and existing initiatives, while acting as the Secretariat to MTAB<br />

and overseeing the Skim Jejak Jaya Bumiputera (SJJB). The B<strong>ETP</strong><br />

was launched by the Prime Minister on 26 November 2011.<br />

The initiatives under the B<strong>ETP</strong> will be guided by the following four<br />

principles in line with the NEM:<br />

1. Market friendly – Resources will be optimally allocated and<br />

will not cause, contribute or perpetuate economic distortions<br />

2. Needs-based – Bottom 40 per cent households and<br />

disadvantaged groups with specific needs will be targeted<br />

3. Merit-based – Programmes will encourage competition and<br />

award opportunities to the most qualified individuals and<br />

businesses.<br />

4. Transparent – Policies, procedures and criteria will be made<br />

clear and public.<br />

TERAS<br />

In order to achieve the objective of increasing Bumiputera SME’s<br />

GDP contribution to 20 per cent by 2020 and ensuring active<br />

participation of Bumiputera SMEs in the 12 NKEAs, TERAJU launched<br />

a programme called TERAS. TERAS aims to increase Bumiputera<br />

SMEs’ participation in the economy by enabling SMEs to scale up,<br />

accelerate their growth and compete in the open market, without<br />

heavy reliance on Government contracts. This programme will also<br />

place emphasis on developing quality Bumiputera SMEs that will<br />

in turn, trigger various business opportunities for themselves and<br />

other Bumiputera SMEs. This will be executed by identifying High<br />

Performing Bumiputera SMEs (HPBS) comprising the top 5 per cent<br />

of the overall Bumiputera SMEs.<br />

These companies will be given business opportunities via either<br />

government driven initiatives (i.e. through targeted procurement)<br />

or private sector driven initiatives (i.e. GLC Vendor Development<br />

Programme, Asset Divestments, Bumiputera Corporate Champions<br />

(BCC) Vendor Development).<br />
