Enhance Labour Safety Net<br />
by Introducing an Unemployment<br />
Insurance Scheme (UIS)<br />
A sound framework for unemployment benefits, will act as a safety<br />
net for individuals who are in the process of applying for jobs and<br />
provide supportive income to them during this process.<br />
MOHR has appointed the International Labour Organisation<br />
to undertake a comprehensive study and to propose<br />
recommendation on the design of the UIS which is practical,<br />
sustainable and appropriate to be implemented in Malaysia as<br />
well as creating a favourable environment for the business and<br />
flexible labour market.<br />
The study conducted will facilitate and support the design of UIS<br />
in Malaysia through:<br />
• Production of research (international comparative and<br />
benchmarking study and Malaysian labour market analysis)<br />
• Development of capacities of workers, employers and the<br />
government<br />
• Facilitation of dialogue (tripartite workshop) on the best<br />
suitable model for Malaysia<br />
• Technical assistance for the design of the system (actuarial,<br />
legal, institutional set up and linkages with employment<br />
services and vocational training)<br />
• Facilitation of a tripartite forum to discuss the proposed design<br />
before the report is finalized and submitted to the Malaysian<br />

government<br />
The study is expected to be completed by the end of 2012. The<br />
UIS is targeted to be implemented by 2013.<br />
Undertake a Labour Market Forecast<br />
and Survey Programme<br />
The Institute of Labour Market Information and Analysis (ILMIA)<br />
is set-up to provide comprehensive and timely labour market<br />
information, as a key-decision making tool for workforce planning<br />
and skills development, in industries, especially the NKEA sectors.<br />
ILMIA is tasked to:<br />
• Provide a centralised and interactive database as a basis for indepth<br />
analysis on the labour market to support formulation of<br />
policies and decision making<br />
• Correct the information gap currently existing in relation to<br />
labour market information<br />
• Form the basis for a thorough analysis and forecast of<br />
workforce demands and supply for each industry sub-sector<br />
• ILMIA output to feed into education system and worker<br />
training schemes to generate quality workforce with the right<br />
training skills<br />
ILMIA will replace the current National Institute of Human<br />
Resource and is undergoing a structural reform to ensure greater<br />
effectiveness and efficiency in its existing and new fuctions.<br />
ILMIA has commissioned for work to begin on labour market<br />
analysis reports for two NKEA sectors i.e. E&E and OGE. The reports<br />
are scheduled to be completed by the first quarter of 2012.
