Business Opportunity 1<br />
Vitalising Putrajaya<br />
Greater KL/KV’s rapid growth has inevitably created many<br />
opportunities to reinvigorate Putrajaya. Putrajaya is already a<br />
liveable city but the city lacks vitality and does not attract activity<br />
beyond its role as the administrative capital of the nation.<br />
Putrajaya has strong potential to achieve greater vibrancy through<br />
these initiatives:-<br />
1. Reshape the main boulevard – Both sides of the 4.2 km<br />
boulevard will be enhanced with vibrant activities by having<br />
retail shops, upscale street vendors, and food and beverage<br />
premises which can generate foot traffic and bring life to the<br />
city centre.<br />
2. Leverage waterfront potential – The natural lake waterfront<br />
will be developed to host waterfront retail and large-scale<br />
leisure developments (e.g. water theme park).<br />
3. Increase connectivity – Provide effective bus and rail<br />
connections to Putrajaya from Cyberjaya and surrounding<br />
areas.<br />
4. Stimulate economic activity – Putrajaya needs to be more<br />
than just a government administrative centre to attract other<br />
economic activities. There are plans to develop a worldclass<br />
university, to create a special economic zone with<br />
neighbouring areas (e.g. IOI, Cyberjaya) to attract commercial<br />
entities, and to establish partnerships with private developers<br />
to develop land within Putrajaya.<br />
5. Increase tourism and optimise the Putrajaya International<br />
Convention Centre – This initiative looks at increasing the<br />
number of events per year and also increasing the number<br />
of visitors to events.<br />
Much of 2011 was spent identifying relevant initiatives with the<br />
desired impact and returns with minimal or no funding. Key<br />
initiatives identified for next year are the development of a city<br />
trail along the Promenade from Alamanda to Dataran Putra, the<br />
acquiring of water taxis and additional cruise boats with dine-in<br />
facilities, and the carrying out of a detailed feasibility study on<br />
opportunities to increase connectivity to Putrajaya.<br />
Putrajaya needs to be more than just a government administrative centre<br />

Business Opportunity 2<br />
Housing<br />
The Housing Business Opportunity was recommended by the 2010<br />
Greater KL/KV NKEA Lab as an opportunity to capitalize on the<br />
expected increase in population. The responsibility for provision<br />
of housing is shared by the government and private sector.<br />
Currently several government agencies are already involved in the<br />
housing industry namely Kementerian Perumahan dan Kerajaan<br />
Tempatan (KPKT) for Projek Perumahan Rakyat, Local Authorities<br />
(PBT), State Economic Development Corporations (SEDC) and<br />
other Government linked companies. The private sector has a<br />
more established foothold in the housing industry. The planning<br />
and implementation of housing projects have been continuously<br />
tracked by the various responsible groups such as Jabatan<br />
Perumahan Negara and the Association of House Builders.<br />
Business Opportunity 3<br />
Basic Water and Sewerage Services<br />
Growing urban economies naturally create more demand for<br />
services. Greater KL/KV needs to improve its existing water and<br />
sewerage systems by moving away from the existing system of<br />
fragmented and small sewerage treatment plants (STPs) in order<br />
to ensure adequate provision of services and amenities.<br />
The current target of this Business Opportunity is to have 91<br />
percent of all STPs upgraded to Category 1 status by 2020. To<br />
do this, a sewerage rehabilitation programme will be carried out<br />
to upgrade over 300 kilometres of sewerage network. As of end<br />
2011, four projects have been identified as quick-wins (Old Klang<br />
Road, Kajang 2, Kelang, Shah Alam, Subang Jaya dan Petaling<br />
Jaya, Selangor).<br />
In addition, the Government has identified another eight<br />
locations (Old Klang Road, Petaling Jaya, Seputeh, Kajang,<br />
Cheras Jaya, Cheras Batu 11, Puchong, Selayang, Kelang, Kuala<br />
Lumpur, Sepang, Petaling Jaya, Subang Shah Alam, Putrajaya and<br />
Ampang) where the new STPs will be constructed and old ones<br />
upgraded to Category 1. This will be completed in phases over<br />
the next eight years.<br />
