Government and social good entities. Villegas Valverde further
explains: “We have recently formulated a new Institutional
Strategic Plan, which should guide our work along the coming
years. In the next few months we shall be starting to finance public
works as an additional service to Costa Ricans”.
- Lic. Marvin Umaña Blanco, President of Costa Rica’s Insurance
Intermediaries Chamber (CIS), thinks that, although the haste to
open up the insurance market in order to meet the requirements of
the Dominican Republic-Central American Free Trade Agreement
(DR-CAFTA) prevented a more detailed and thorough analysis of
the ideal conditions for the country, the opening-up process,
under the already described circumstances, has been very
successful indeed. The big winner has been the consumer, who
has benefitted from a lower cost (with close to an average 40%
reduction), a greater variety of products, and better services. This
is a very interesting and advanced operational model, which
follows the supervisory trends promoted by the International
Association of Insurance Supervisors (IAIS) quite closely, and is
based on the Spanish legal structure and the Chilean supervisory
model. SUGESE, for its part, has had a hard work because it had to
start regulating an aggressive market from scratch, with thirteen
insurance companies and a varied market of intermediaries, while
at the same time adhering to very clearly defined risk-based
supervisory guidelines which sought to position the country
among the first places in Latin America in this field. The supervised >
