El Seguro Catalizador de Ahorro, Crecimiento y Estado de Derecho<br />
Insurance: Catalyst of Savings, Growth and the State of Law<br />
En este artículo, Recaredo Arias J., Director General de<br />
la Asociación Mexicana de Instituciones de Seguros, A.C.<br />
(AMIS), comenta las perspectivas del mercado asegurador<br />
y su contribución al crecimiento económico y al Estado<br />
de Derecho.<br />
In this article, Recaredo Arias J., General Director of the<br />
Mexican Association of Insurance Institutions (Asociación<br />
Mexicana de Instituciones de Seguros, AMIS) analyzes the<br />
prospects of the insurance market and its contribution to<br />
economic growth and the state of law.<br />
Un sector asegurador robusto es una característica<br />

crecimiento económico y al empleo. En cambio,<br />
un sector con poca penetración y desarrollo<br />
incrementa el nivel de riesgos que toman<br />
las personas y las empresas; lo que resulta<br />
en menor dinamismo económico y es<br />
sintomático de una economía alejada de su<br />
capacidad de producción.<br />
En este sentido, cabe señalar que los seguros<br />
contribuyen al crecimiento de un país:<br />
• Reducen el capital que requieren las<br />
empresas para operar y, por ende, mejoran la estructura contable<br />
y financiera de las mismas. Y, más importante aún, mejoran sus<br />
posibilidades y capacidad de inversión.<br />
• Permiten el funcionamiento del sistema de precios al completar<br />
mercados asegurando contingencias posibles. Los seguros permiten<br />
poner “precio” a las contingencias. Esta función complementa<br />
el mercado.<br />
• Permiten la realización de inversiones y proyectos que, sin el<br />
aseguramiento de contingencias, nunca se llevarían a cabo.<br />
• Promueven la inversión y la innovación.<br />
• Constituyen un definitivo apoyo a la protección social y, con<br />
ello, a la disponibilidad de recursos que el gobierno tiene para invertir<br />
en el desarrollo.<br />
• Modernizan los mercados financieros y facilitan el acceso al financiamiento.<br />
• Se desempeñan como catalizadores del cumplimiento normativo<br />
y del estado de derecho.<br />
• Se desempeñan como promotores de bienes públicos.<br />
Por tal motivo, las compañías de seguros contribuyen al desarrollo<br />
de la economía en función del monto de los recursos que manejan,<br />
del manejo que hacen de éstos y de las posibilidades de inversión<br />
que -a diferencia de otros instrumentos financieros- tienen<br />
a su alcance. Además, se debe considerar su nivel de liquidez, la<br />
madurez del horizonte de inversión y el volumen de la inversión; ya<br />
que es el tercer inversionista institucional del sector financiero y la<br />
cartera de inversión se concentra sobre todo en valores del gobierno<br />
. Por otra parte, un incremento en el uso de los seguros se traduce<br />
en un mayor ahorro nacional, en una mayor inversión, en un mayor<br />
acervo de capital y, por lo tanto, en un incremento en el PBI.<br />
Dado lo anterior, se puede afirmar que la contribución del mercado<br />
de seguros a la productividad y, por tanto, al desarrollo económico,<br />
se da en diversos frentes:<br />
• Promoción del Ahorro Interno y la Inversión. Los seguros contribuyen<br />
a un mayor ahorro al ampliar la gama de instrumentos fieconomic<br />

economy operating below its productive<br />
capacity.<br />
In this sense, it should be stressed<br />
that insurance contributes to a country<br />
development by:<br />
• Reducing the capital that enterprises require to operate and,<br />
therefore, to enhance their accounting and financial structure and,<br />
which is most important, their investment capabilities and<br />
possibilities.<br />
• Allowing the functioning of the price systems by completing<br />
markets through theassurance of possible contingencies.<br />
Insurance allows setting prices to contingencies. This function<br />
complements the market.<br />
• Allow the performance of investments and projects that,<br />
without insurance, would never take place.<br />
• Promote investment and innovation.<br />
• Constitute a definitive support for social protection and, with<br />
that, to the availability of resources that the government has for<br />
investing in development.<br />
• Modernize financial markets and facilitate access to finance.<br />
• Serve as financial catalyzers and facilitate access to finance.<br />
• Serve as promotors of public goods.<br />
For that motive, Insurance Companies contribute to the<br />
economy development in function of the amount of resources that<br />
they manage, of the administration that they make of them, as well<br />
as the investment possibilities that insurance -unlike other financial<br />
instruments- have at their reach.In addition, it should be considered<br />
their level of liquidity, the horizon maturity and volume of their<br />
investments, for which it is the third institutional investor of the<br />
Mexican financial sector and the investment portfolio is highly<br />
concentrated in government bonds 1 .<br />
In other hand, an increase in the use of insurance translates in a<br />
greater national saving, more investment, more capital stock and,<br />
hence, a GDP increase.<br />
Given this, one can assert that insurance contributes to<br />
productivity, and hence to economic development, in different<br />
fronts:<br />
• Internal Saving and Investment Promotion. Insurance<br />
contributes to more saving by widening the range of financial<br />
