El Mercado de Seguros en Uruguay<br />
The Insurance Market in Uruguay<br />
En el presente artículo, Mauricio Castellanos, Director<br />
Ejecutivo de la Asociación Uruguaya de Empresas Aseguradoras<br />
(AUDEA), comenta el crecimiento de la economía uruguaya,<br />
la evolución del sector de seguros en general y por<br />
ramos, el índice de penetración y el<br />
desarrollo del PBI.<br />
En los últimos años, el mercado de seguros<br />
en Uruguay mostró una dinámica<br />
importante de crecimiento, apoyada<br />
fundamentalmente en el buen comportamiento<br />
general en materia de emisión y en<br />
especial en el fuerte desarrollo de algunos<br />
ramos.<br />
Este comportamiento se explicaba, en<br />
parte, por el dinamismo de la economía en<br />
su conjunto, así como por una mayor percepción<br />
de la sociedad de los riesgos a los<br />
que nos encontramos expuestos.<br />

A pesar de ese crecimiento,<br />
el avance de los seguros<br />
en materia de penetración<br />
(2,3% del PBI) y densidad<br />
(USD 367 per cápita) era más<br />
bien modesto, y continuamos<br />
alejados de los registros que<br />
presentan varios países de la<br />
región, incluyendo algunos<br />
con menor PBI per cápita.<br />
Al cierre del ejercicio 2014<br />
y en el primer trimestre de<br />
2015 el mercado asegurador<br />
evidenció un enlentecimiento<br />
en el crecimiento de la actividad,<br />
provocado por la moderación de la economía nacional y el<br />
paulatino aumento del valor del dólar.<br />
La economía creció en 2014 un 3,5% a precios constantes en<br />
comparación con el año 2013, registrando de esta manera un crecimiento<br />
ininterrumpido de doce años. Sin embargo, la tasa de crecimiento<br />
del PBI es la segunda más baja en la serie de doce años.<br />
El Producto Bruto Interno de 2014 se ubicó en los USD 57.471<br />
millones, lo que determina un PBI per cápita de USD 16.640.<br />
La tasa de desempleo continuó en mínimos históricos, ubicándose<br />
en un 6,6% en promedio para el año 2014 para el total del país,<br />
con un registro de 6,5% en el mes de diciembre.<br />
El crecimiento de la economía ha confirmado un enlentecimiento,<br />
y si bien la expectativa es que el desempleo se mantenga en los<br />
mínimos alcanzados, los salarios, que han tenido incrementos reales<br />
en los últimos años, es probable que moderen su crecimiento.<br />
En el año 2014 la inflación se ubicó, una vez más, muy por encima<br />
del rango meta definido por el Comité de Política Macroeconómica<br />
(4% a 6%), ya que la tasa de inflación fue del 8,26%. Ello representa<br />
una pequeña moderación con relación al 8,5% observado en 2013.<br />

Uruguay’s economy, the evolution of the insurance sector as a<br />
whole and per line of business, the market<br />
penetration rate, and the evolution of GDP.<br />

he Uruguayan insurance market has<br />
experienced significant growth,<br />
mainly underpinned by good overall<br />
performance in terms of policy issuance and,<br />
more specifically, by the solid development<br />
of some insurance lines.<br />
This may be partly accounted for by the<br />
dynamics of the economy taken as a whole,<br />
as well as by society’s enhanced perception<br />
of the risks to which all its members are<br />
exposed.<br />
Insurance penetration and density have<br />
been rather modest, however<br />
(2.3% of GDP, and USD 367<br />
per capita, respectively), and<br />
still behind the figures shown<br />
by several countries in the<br />
region, including some with a<br />
smaller per capita GDP.<br />
By the end of fiscal year<br />
2014 and 1Q 2015, the growth<br />
pace slowed down, driven by<br />
a more moderate economic<br />
activity and a gradual<br />
appreciation of the US dollar.<br />
The Uruguayan economy<br />
grew for the 12 th year in a row<br />
(by 3.5% in 2014 in constant values compared to 2013). The GDP<br />
growth rate has been the second lowest in that same period,<br />
however.<br />
The Gross Domestic Product amounted to USD 57,471 million in<br />
2014, i.e. a per capita GDP of USD 16,640.<br />
The unemployment rate remained at historic lows, around 6.6%<br />
on average in 2014 for the entire country, reaching 6.5% in<br />
December.<br />
A slowdown in economic growth has been confirmed, and<br />
although the unemployment rate is expected to remain in its<br />
minimum low, wages (which increased in real terms in the past few<br />
years) will probably moderate their rise.<br />
Inflation amounted to 8.26%, once again in 2014, well above<br />
the target rate defined by the Macroeconomic Coordination<br />
Committee (4%-6%), a moderate reduction compared to 2013<br />
figures (8.5%).<br />
The public sector recorded a deficit of 3.5% of GDP during the<br />
year under review, a significant improvement over the -2.3%<br />
booked in 2013. Public accounts have not booked surplus for more<br />
