Desaceleración y Cambios Normativos<br />
Luego de catorce años de crecimiento ininterrumpido<br />
a partir del establecimiento de la dolarización<br />
en el año 2000, las primas emitidas del<br />
mercado ecuatoriano se han desacelerado de<br />
manera importante en el 2015 (los últimos 12<br />
meses creció solo al 1,7% a junio del presente<br />
año), luego de haber tenido un crecimiento promedio<br />
ponderado para la década del 13%. Las<br />
proyecciones para diciembre prevén un crecimiento<br />
nulo y hasta un posible decrecimiento.<br />
Las causas son las mismas que han afectado<br />
al resto de países latinoamericanos: una importante<br />
reducción de los precios de los productos de exportación, sumada a<br />
una poca capacidad fiscal del gobierno por la falta de ahorro en los tiempos<br />
de vacas gordas. Esto último ha llevado a una disminución de importaciones,<br />
a la reducción del gasto e inversión públicos y a otras medidas, para<br />
preservar la dolarización, que han afectado la actividad económica en general<br />
y los seguros en particular (Autos, Transporte, Fianzas, Técnicos, etc.).<br />
La siniestralidad afortunadamente se mantiene estable y el porcentaje<br />
de cesión de reaseguro ha bajado 12 puntos porcentuales<br />
y bajará más por lo que explicaremos más adelante.<br />
A la situación macroeconómica antes descripta, se debe añadir<br />
el impacto por los siguientes cambios normativos implementados<br />
a partir de septiembre del 2014:<br />
1. Aumento de capital mínimo a USD 8 millones para aseguradoras<br />
y a USD 13 millones para reaseguradoras locales.<br />
2. Incremento en la retención al 95% de ramos con sumas aseguradas<br />
bajas como Accidentes Personales, Autos, Salud y Vida.<br />
Slowdown and Regulatory Changes<br />
After fourteen years of uninterrupted<br />
growth starting with the implementation of<br />
dollarization in the year 2000, premiums<br />
written in the Ecuadorian market have<br />
slowed down substantially in 2015 (in the<br />
last 12 months to last June they grew only<br />
1.7%) whereas the weighted average growth<br />
rate for the decade was 13%. Some estimates<br />
for December project zero-growth or even a<br />
possible decline.<br />
The reasons are the same as for the other<br />
Latin American countries: a significant reduction<br />

in the price of export products coupled with the government’s weak<br />
fiscal capacity for not having made savings in the good times. This<br />
has led to a reduction in imports, a reduction in public spending<br />
and investment, and other measures aimed at preserving dollarization,<br />
which have affected the economic activity in general and insurance<br />
in particular (Motor, Transport, Bonds, Technical, etc.).<br />
Fortunately, loss rates remain stable and cessions to reinsurance<br />
have decreased 12 percentage points -and will continue decreasing<br />
for the reasons explained below.<br />
To the macroeconomic situation described above, the impact<br />
caused by the following regulatory <strong>change</strong>s implemented from<br />
September 2014 should be added:<br />
1. Increase in the minimum capital requirement to USD 8 million<br />
for insurers and USD 13 million to local reinsurers.<br />
2. Increase to 95% in retentions for lines with low insured<br />
amounts, such as Personal Accidents, Motor, Health, and Life.<br />
