2. ROLL CALL AND DECLARATION<br />
that the Congress has been convened and <strong>com</strong>posed<br />
in <strong>com</strong>pliance with the Statutes<br />
The Secretary General then proceeded to call the roll<br />
in English alphabetical order.<br />
208 members were present and one member association<br />
(Bhutan) was absent (see annexe on page 193).<br />
The National Football Association of Brunei Darussalam<br />
was not entitled to vote due to insufficient football<br />
activity.<br />

– 4 votes against<br />
The scrutineers duly confirmed that they accepted their<br />
tasks.<br />
4. SUSPENSION OR EXPULSION OF A MEMBER<br />
No members were suspended or expelled.<br />
5. APPROVAL OF THE AGENDA<br />
The agenda was put to the vote and approved with<br />
the following result:<br />
Therefore, 207 member associations were entitled to<br />
vote at the Congress.<br />
– 206 votes in favour<br />
– 0 votes against<br />
The President declared that the Congress had been<br />
convened and <strong>com</strong>posed in accordance with the Statutes.<br />
3. APPOINTMENT OF SCRUTINEERS<br />
The following three members were proposed to examine<br />
the functioning of the electronic voting system and<br />
sign the protocol: Croatia, Singapore and Turks and<br />
Caicos Islands.<br />
This proposal was put to the vote and approved with<br />
the following result:<br />
– 201 votes in favour<br />
– 1 vote against<br />
The following eight members were proposed to count<br />
the votes cast by hand: Comoros, Hungary, Netherlands,<br />
Nicaragua, Peru, Slovenia, Tahiti and Uzbekistan.<br />
6. APPOINTMENT OF FIVE MEMBERS TO CHECK<br />
THE <strong>MINUTES</strong><br />
The following five members were proposed to check the<br />
Congress minutes in accordance with art. 25 par. 2(d)<br />
of the Statutes: Ecuador, Guam, Senegal, Switzerland<br />
and Tonga.<br />
This proposal was put to the vote and approved with<br />
the following result:<br />
– 202 votes in favour<br />
– 3 votes against<br />
