<strong>MINUTES</strong> OF THE 63 RD <strong>FIFA</strong> CONGRESS, MAURITIUS 2013 35<br />
active role in association football for two of the last<br />
five years before being proposed as a candidate for the<br />
office of <strong>FIFA</strong> President. He explained that equally, and<br />
in this context, Regulations Governing Candidatures for<br />
the Office of President would be drafted and issued by<br />
the <strong>FIFA</strong> Executive Committee once the statutory basis<br />
had been established (cf. art. 24 of the <strong>FIFA</strong> Statutes).<br />
In relation to stronger representation of key parties in<br />
football, he explained that the inclusion of a provision in<br />
the <strong>FIFA</strong> Statutes re<strong>com</strong>mending that all <strong>FIFA</strong> members<br />
involve all relevant stakeholders in football in their own<br />
structure would result in stronger representation of key<br />
parties involved in football (cf. art. 10 of the <strong>FIFA</strong> Statutes).<br />
With regard to the bidding process and decision on the<br />
venue of the <strong>FIFA</strong> World Cup, the proposal stipulated<br />
that the <strong>FIFA</strong> Congress would take the decision on<br />
the venue for the final <strong>com</strong>petition of the <strong>FIFA</strong> World<br />
Cup based on a shortlist consisting of up to three<br />
bids submitted by the <strong>FIFA</strong> Executive Committee (cf. arts<br />
80, 25 and 31 of the <strong>FIFA</strong> Statutes).<br />
In relation to the final topic, Ángel María Villar Llona<br />
explained that clarifications and specifications would<br />
be included in the <strong>FIFA</strong> Statutes; in particular, articles 2<br />
and 3 of the <strong>FIFA</strong> Statutes would contain stronger and<br />
more detailed wording on the promotion of ethics and<br />
the fight against discrimination respectively (cf. arts 2<br />
and 3 of the <strong>FIFA</strong> Statutes as well as arts 10, 11, 12<br />
and 13 of the Standing Orders of the Congress).<br />
The proposed amendments to the <strong>FIFA</strong> Statutes, as<br />
contained in enclosure C – “draft <strong>FIFA</strong> Statutes Congress<br />
2013” – to the agenda of the 63 rd <strong>FIFA</strong> Congress, were<br />
put to the vote in their entirety and approved with the<br />
following result:<br />
– 198 votes in favour<br />
– 2 votes against<br />
The President thanked the Congress for the show of<br />
trust in the <strong>FIFA</strong> Executive Committee and stressed that<br />
the reform process belonged to the members.<br />
13.1.2 Proposal regarding levies (art. 77 of the <strong>FIFA</strong><br />
Statutes)<br />
Ángel María Villar Llona presented the proposed<br />
amendment to art. 77 of the <strong>FIFA</strong> Statutes, which consisted<br />
in removing the provision that member associations pay<br />
levies to <strong>FIFA</strong> for international matches played between<br />
two “A” representative teams. He further explained that<br />
the confederations and member associations would still<br />
be entitled to demand levies on said matches and that<br />
given <strong>FIFA</strong>’s financial cycle, the amendment would not<br />
<strong>com</strong>e into force until 1 January 2015.<br />
The proposed amendment to art. 77 of the <strong>FIFA</strong> Statutes<br />
was put to the vote and approved with the following<br />
result:<br />
– 193 votes in favour<br />
– 4 votes against<br />
13.1.3 Age limit and term of office<br />
The President explained that a consensus had not<br />
been reached on the reform issues of age limits and<br />
terms of office in the consultation process with the<br />
confederations and member associations or at the<br />
meeting of the <strong>FIFA</strong> Executive Committee in Mauritius<br />
on 28 May. It was therefore decided at said meeting to<br />
put a proposal to the Congress that the vote on these<br />
issues be postponed and that the Executive Committee<br />
be given time for a thorough analysis so that a concrete<br />
proposal could be put to the <strong>FIFA</strong> Congress in 2014.<br />
A number of football association presidents had asked<br />
