active role in association football for two of the last
five years before being proposed as a candidate for the
office of FIFA President. He explained that equally, and
in this context, Regulations Governing Candidatures for
the Office of President would be drafted and issued by
the FIFA Executive Committee once the statutory basis
had been established (cf. art. 24 of the FIFA Statutes).
In relation to stronger representation of key parties in
football, he explained that the inclusion of a provision in
the FIFA Statutes recommending that all FIFA members
involve all relevant stakeholders in football in their own
structure would result in stronger representation of key
parties involved in football (cf. art. 10 of the FIFA Statutes).
With regard to the bidding process and decision on the
venue of the FIFA World Cup, the proposal stipulated
that the FIFA Congress would take the decision on
the venue for the final competition of the FIFA World
Cup based on a shortlist consisting of up to three
bids submitted by the FIFA Executive Committee (cf. arts
80, 25 and 31 of the FIFA Statutes).
In relation to the final topic, Ángel María Villar Llona
explained that clarifications and specifications would
be included in the FIFA Statutes; in particular, articles 2
and 3 of the FIFA Statutes would contain stronger and
more detailed wording on the promotion of ethics and
the fight against discrimination respectively (cf. arts 2
and 3 of the FIFA Statutes as well as arts 10, 11, 12
and 13 of the Standing Orders of the Congress).
The proposed amendments to the FIFA Statutes, as
contained in enclosure C – “draft FIFA Statutes Congress
2013” – to the agenda of the 63 rd FIFA Congress, were
put to the vote in their entirety and approved with the
following result:
– 198 votes in favour
– 2 votes against
The President thanked the Congress for the show of
trust in the FIFA Executive Committee and stressed that
the reform process belonged to the members.
13.1.2 Proposal regarding levies (art. 77 of the FIFA
Statutes)
Ángel María Villar Llona presented the proposed
amendment to art. 77 of the FIFA Statutes, which consisted
in removing the provision that member associations pay
levies to FIFA for international matches played between
two “A” representative teams. He further explained that
the confederations and member associations would still
be entitled to demand levies on said matches and that
given FIFA’s financial cycle, the amendment would not
come into force until 1 January 2015.
The proposed amendment to art. 77 of the FIFA Statutes
was put to the vote and approved with the following
result:
– 193 votes in favour
– 4 votes against
13.1.3 Age limit and term of office
The President explained that a consensus had not
been reached on the reform issues of age limits and
terms of office in the consultation process with the
confederations and member associations or at the
meeting of the FIFA Executive Committee in Mauritius
on 28 May. It was therefore decided at said meeting to
put a proposal to the Congress that the vote on these
issues be postponed and that the Executive Committee
be given time for a thorough analysis so that a concrete
proposal could be put to the FIFA Congress in 2014.
A number of football association presidents had asked
to address the Congress on this point. Danish Football
Association President Allan Hansen said he did not agree
