V – Eclairages | Témoignage Some key findings from the bibliographical research and empirical case studies are as follows. First, decent work remains a marginal concept which has not been widely applied. An important allocation of human and other resources is still necessary in order to disseminate the concept. Second, decent work is a multi-dimensional concept and its four key dimensions need to be considered simultaneously – employment creation and three themes of quality of employment, namely rights, social protection and social dialogue. Therefore, cross-sector cooperation is necessary. This required collaboration implies challenges not only for local authorities but also for partner institutions which commonly work in specific sectors. Third, the set of indicators proposed to measure decent work should rely on data that are generally available in a large number of countries and that come from reliable quantitative databases (such as national surveys and census) and qualitative sources (questionnaires and interviews). Additionally, these indicators should be clearly and specifically defined to ensure that the same issues are being measured in different contexts, cities, regions and countries. The testing of the indicators in the case studies has shown that they are pertinent and easy to identify in the different contexts. Fourth, the indicators also enabled the authors to identify the weight of the construction sector in the national economy. The selection of two periods of time permitted the analysis of the evolution of the socio-economic situation in the cities and countries so that trends towards or away from decent work could be measured. The research also included specific findings about the activities and problems of local authorities as well as about the state of the construction industry and related services. The partnership : a win-win situation This project could only have been implemented through a partnership, in which GIAN played an enabling role. The project needed the complementary attributes of the different partners involved. The University of Geneva (UNIGE) had the academic knowledge-base about research. The International Labour Organization (ILO) had the institutional and practical experience on the subject of the research, as well as the contacts on the ground. GIAN not only provided funding, but also crucial advice in different moments of the process, and was also present in the international workshop held in December 2006. The support of GIAN to bring together international and academic institutions based in the Geneva area is both distinctive and strategic. There have been very few cases of collaboration between such institutions without this kind of support. Yet, the potential for partnerships of this kind is vast, as demonstrated by this project. The partnership and consequent team work has allowed the individuals involved in the project to learn from each other. This would have been minimized if all professionals were colleagues from the same institution. The work process throughout this project entailed constant interactions between the members of staff of UNIGE and ILO involved in the project, as well as with GIAN. Usefulness of the project The ILO is the UN agency with a mandate on issues related to labour. It has traditionally worked with central governments. While it recognizes the importance of working with local authorities – due to the overwhelming decentralization trend throughout the world – its knowledge about the role of these government agencies in promoting decent work is still poor. Therefore, the research has been crucial for the ILO to gather knowledge about this important issue. The usefulness to UNIGE stems from the fact that it is an academic institution which should address subjects of societal concern ; consequently a research project of the kind reported here is at the core of its mandate, and contributes to increasing its role in communities. It is also important to note longer-term benefits for the possible users of the project. Within the government structures, the major stakeholders are clearly local governments.
