The result is often no economic return on research and development (R&D) investment by the developing country and limited social benefit. The private sector may be discouraged from producing and commercializing new products without a legal entitlement (intellectual property rights), thus resulting in an absence of local technology-based businesses and employment creation. All these factors can discourage developing countries from investing in local research as they may perceive R&D to be a luxury. We called this the “Research Ownership/Exploitation (ROE) Challenge”. What is the rationale behind this project ? Research institutions and researchers in developing countries, working in the health field and natural sciences, for example, often conduct interesting and valuable research. However, they seldom benefit fully from the fruits of their labour because they rarely patent and own their research results, generally only publishing them in scholarly journals. They can therefore neither transfer them while retaining ownership to partners who can develop technologies needed to bring their innovations into production, How did this research project address these issues ? Developing country research institutions and researchers fail to protect research results for several reasons. They lack awareness of the role that intellectual property (IP) can play regarding their R&D activities and lack financing for IP-related expenditures (e.g. fees for filing patents). There is also a scarcity of local professionals and innovation support infrastructures that can provide IP-related services to draft patent applications, negotiate licensing agreements and provide marketing services. Based on an interdisciplinary and multinational effort, the “Research Networks and IP Project” has successfully designed, developed and tested a model that can be used by developing country research institutions to better identify, claim and appropriate their research results. Thanks to this project we have set up two R&D Networks with “IP Hubs” or shared technology management units – one in Colombia and one in Central Africa – that provide researchers with the support required to patent, manage and transfer results in the area of health research. 208 1.
