V – Eclairages | Témoignage Introduction Between 2004 and 2006, researchers from the Graduate Institute of Development Studies (IUED) and the World Health Organization’s (WHO) Reproductive Health Research (RHR) Programme conducted a joint research project on the theme of “Gender and Rights in Reproductive Health”. The project coincided with current academic interests in the production of knowledge aimed at enabling the implementation of the Programme of Action of the International Conference on Population and Development (ICPD, Cairo 1994) among anthropologists at IUED and the policy-oriented training activities of the WHO/RHR contributing to the transformation of health systems in the spirit of the ICPD’s paradigmatic change “from targets to choice”. The birth of a partnership The GIAN provided a perfect platform to strengthen co-operation and network activities of researchers from both IUED and WHO/RHR in the realm of women’s health issues, women’s rights and gender mainstreaming. Having been actively involved in the spin-off activities engendered by the new policy orientations in the field of reproductive and sexual health after the ICPD in 1994, all partners within this GIAN project were committed to the introduction of a gender and rights-based approach in existing health systems. According to us, this could be achieved by liaising academic knowledge production with strategic dissemination of research results among governmental and civil society organisations. The project that emerged had a twofold objective from its start. On the one hand, the already existing training Manual of WHO/RHR had proven to be an excellent tool for sensitising decision-makers in the health sector to introduce a gender and rights approach in the field of reproductive health. It was elaborated with the support of international scholars (from the USA, South Africa, Kenya and elsewhere) and was already being applied in the English-speaking world. The relevance of the Manual and the desire to achieve the objectives of the Programme of Action of the ICPD, had led to the translation of the Manual into Spanish, Russian and Arabic. However, the French-speaking world had not been targeted for transforming its health systems from the Cairo perspective of gender and rights. Inspired by the global circulation and adaptation of the seminal book “Our Bodies, Ourselves” 2 , produced by the Boston Women’s Health Collective in the 1970s and adapted to all kinds of cultural contexts, the idea was born to translate and adapt the aforementioned training Manual on Gender and Rights in Reproductive Health produced by the WHO/RHR to benefit public health services in francophone West Africa. This objective led to the other substantial part of the project, namely to conduct (anthropological) research on relevant cultural, health and rights issues of women’s reproduction in various countries of West Africa. In so doing, the project became a platform for junior and senior researchers, and a leverage for training West African trainers to integrate a gender sensitive rights-based perspective in health system reforms. Interdisciplinarity In the spirit of GIAN, research was set up for policy-oriented and training-support activities. The vast field of reproductive health as it was defined and integrated in the Programme of Action of the ICPD obliged us to tackle the theme of gender and rights from various disciplinary perspectives. WHO/RHR provided the specialists in public health issues (Jane Cottingham and Manuela Colombini) and IUED contributed with senior researchers in the field of anthropology and gender studies (Françoise Grange and Fenneke Reysoo) and junior researchers in the field of development studies and law (Laurence Althaus and Maïmouna Ndoye). The integrating factor was the already elaborated training Manual to which we all had to position ourselves and to propose culturally relevant changes. 214 2. K.
