Summary
As there has been no previous description of international humanitarian law in a Danish
context, this is the first, most comprehensive and up-to-date existing version.
The publication shall be seen in connection with the Danish Manual of International
Humanitarian Law, which is a collection of texts, materials and conventions. The manual
was published by the Governmental Legal Committee on the Implementation of
International Humanitarian Law.
These two main publications within the area supplement each other and show a
broad perspective of relevance regarding International Humanitarian Law.
Before publishing this book, the matter has been submitted to Ministries, Government
Committees and it has been approved by the Government Board as well.
It is also a well known fact that Denmark has been involved in armed conflicts
recently on different levels. Both in the war in Iraq where Denmark was involved directly
and also in the war between Israel and Palestine in summer 2006, which affected
Denmark as 5040 Danish citizens were evacuated.
This makes it even more essential for us to shed light on international humanitarian
law issues.
It is our hope that many will find the publication useful and that it will broaden the
general knowledge of international humanitarian law in Denmark.
Additionally we hope that decision makers in the public administration will make
use of the publication when deciding on particular legal matters but even more we
hope that advisers to the head of the administration will make use of this book when
advising on legal matters.
It is our aim as well that central parts of the defence and military will consider
implementing legal perspectives in an even broader frame of reference; furthermore
we hope that press editors will consider matters from a humanitarian law angle before
publishing articles and other relevant texts.
The publication will hopefully also be used at universities in courses on international
humanitarian law.
Use in military academies as a manual in humanitarian law will further be a great
achievement for us.
The book contains 10 chapters, which describe different issues related to international
humanitarian law.
Further there are several appendixes, which refer to a list of relevant conventions,
statutes of the ICRC, the emblems and the seven fundamental principles of the Red
Cross movement.
Through out the book, some comparisons will be drawn to the state of the law
in Sweden, Norway, Germany and Holland, as these are the countries that Denmark
compares itself to when it comes to implementing humanitarian law.
The publication is free of charge and will be available on the internet.
