wliicli has cont<strong>in</strong>ued to <strong>the</strong> present d&y.<br />

Horatio Allen, Esq., <strong>in</strong> one <strong>of</strong> his letters to <strong>the</strong><br />

author, once said, <strong>in</strong> allud<strong>in</strong>g to <strong>the</strong> improvements <strong>in</strong><br />

every department <strong>of</strong> railroad mach<strong>in</strong>ery, <strong>locomotives</strong>,<br />

cars, etc.;<br />

" It is generally believed that <strong>the</strong> railroad system was im-<br />

ported <strong>in</strong>to this country from England, full grown, but such is not<br />

<strong>the</strong> case. This will be exemplified <strong>in</strong> no better <strong>in</strong>stance than <strong>the</strong><br />

fact that <strong>in</strong> September, 1832, steel spr<strong>in</strong>gs were <strong>first</strong> placed upon<br />

<strong>the</strong> locomotive ' York ' and tender, as an experiment only, and <strong>the</strong>y<br />

demonstrated <strong>the</strong>ir utility and necessity <strong>in</strong> regulat<strong>in</strong>g <strong>the</strong> motion<br />

and greatly dim<strong>in</strong>ish<strong>in</strong>g <strong>the</strong> jar and consequent <strong>in</strong>jury to <strong>the</strong> road.<br />

This also suggested <strong>the</strong> propriety <strong>of</strong> mak<strong>in</strong>g a fur<strong>the</strong>r experiment,<br />

by plac<strong>in</strong>g some <strong>of</strong> <strong>the</strong> burden-cars on spr<strong>in</strong>gs, by which it was<br />

found that <strong>the</strong>y admitted <strong>of</strong> one-third more load<strong>in</strong>g, without any<br />

<strong>in</strong>crease <strong>of</strong> damage to <strong>the</strong> road or car."<br />

Two years earlier than this, however, o<strong>the</strong>r and im-<br />

portant improvements had been made. One <strong>of</strong> <strong>the</strong> great<br />

desideratums <strong>in</strong> <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> raili-oad enterprise <strong>in</strong><br />

this country, and to which no example could be applied,<br />

was a plan to reduce <strong>the</strong> large amount <strong>of</strong> friction.<br />

In <strong>the</strong> early period <strong>of</strong> <strong>the</strong> Baltimore and Ohio Kail-<br />

road, when no one dreamed <strong>of</strong> steam, horses were ex-<br />

pected to do <strong>the</strong> work, and to reduce <strong>the</strong> friction <strong>of</strong> <strong>the</strong><br />

axles <strong>in</strong> <strong>the</strong> boxes'was <strong>the</strong> object to be achieved. In<br />

this extremity*, Ross W<strong>in</strong>ans, Esq., now liv<strong>in</strong>g, a vener-<br />

able citizen <strong>of</strong> Baltimore, came to <strong>the</strong> rescue with his<br />

<strong>in</strong>ventive genius. Dr. William Howard, an accom-<br />

plished and scientific gentleman, had already patented<br />

<strong>the</strong> application <strong>of</strong> <strong>the</strong> ord<strong>in</strong>ary friction-wheel to a car,<br />

where <strong>the</strong> ma<strong>in</strong> journal revolved on <strong>the</strong> exterior<br />

periphery ; but Mr. Wiaans suspended his wheel by a<br />

project<strong>in</strong>g flange, on <strong>the</strong> <strong>in</strong>terior periphery <strong>of</strong> which <strong>the</strong><br />
