before been accomplished, and with complete security from robberies<br />

on <strong>the</strong> highway.<br />

" For obta<strong>in</strong><strong>in</strong>g <strong>the</strong>se results, he relies on carriages propelled by<br />

steam, on level railroads, and contemplates that <strong>the</strong>y be furnished<br />

with accommodations for passengers to take <strong>the</strong>ir meals and <strong>the</strong>ir<br />

rest dur<strong>in</strong>g <strong>the</strong> passage, as <strong>in</strong> packets ; that <strong>the</strong>y be sufficiently<br />

high for persons to walk <strong>in</strong> without stoop<strong>in</strong>g, and so capacious<br />

as to accommodate twenty, thirty, or more passengers, with <strong>the</strong>ir<br />

baggage.<br />

" <strong>The</strong> <strong>in</strong>equalities <strong>of</strong> <strong>the</strong> earth's surface will require levels <strong>of</strong><br />

various elevations <strong>in</strong> <strong>the</strong> railroads; and your memorialist has<br />

devised means which he believes will be completely effectual for lift-<br />

<strong>in</strong>g <strong>the</strong> carriage, by <strong>the</strong> <strong>in</strong>herent power <strong>of</strong> its mach<strong>in</strong>ery, from one<br />

level to ano<strong>the</strong>r, as also for <strong>the</strong> passage <strong>of</strong> carriages by each o<strong>the</strong>r,<br />

on <strong>the</strong> same road; and he feels confident that whenever such an<br />

establishment shall be advanced to its most improved state, <strong>the</strong><br />

carriages will move with a rapidity at least equal to a mile <strong>in</strong><br />

three m<strong>in</strong>utes.<br />

" Protection from <strong>the</strong> attacks <strong>of</strong> assailants will be <strong>in</strong>sured ; not<br />

only by <strong>the</strong> celerity <strong>of</strong> <strong>the</strong> movement, but by weapons <strong>of</strong> defence<br />

belong<strong>in</strong>g to <strong>the</strong> carriage, and always kept ready <strong>in</strong> it to be<br />

wielded by <strong>the</strong> number <strong>of</strong> passengers constantly travell<strong>in</strong>g <strong>in</strong><br />

this spacious vehicle, where <strong>the</strong>y would have liberty to stand erect,<br />

and to exercise <strong>the</strong>ir arms <strong>in</strong> <strong>the</strong>ir own defence.<br />

" <strong>The</strong> practicability <strong>of</strong> runn<strong>in</strong>g steam-carriages on <strong>the</strong> common<br />

road was long s<strong>in</strong>ce advocated <strong>in</strong> a publication, by that <strong>in</strong>genious<br />

and useful citizen, Oliver Evans : your memorialist, <strong>the</strong>refore, does<br />

not assume <strong>the</strong> merit <strong>of</strong> orig<strong>in</strong>at<strong>in</strong>g <strong>the</strong> idea <strong>of</strong> steam-carriages,<br />

but only <strong>of</strong> modify<strong>in</strong>g <strong>the</strong> system <strong>in</strong> such a manner as to produce<br />

<strong>the</strong> results here stated, which could not be effected on a conmion<br />

road.<br />

" Rely<strong>in</strong>g upon <strong>the</strong> candor <strong>of</strong> <strong>the</strong> national council, this memo-<br />

rial is laid before <strong>the</strong>m with <strong>the</strong> desire that <strong>in</strong>genious and scientific<br />

artists, <strong>in</strong> <strong>the</strong> different sections <strong>of</strong> our country may be consulted,<br />

by direction <strong>of</strong> Congress, on <strong>the</strong> probability <strong>of</strong> accomplish<strong>in</strong>g <strong>the</strong><br />

purposes here anticipated ; and that an experiment be made, if<br />

sanctioned by <strong>the</strong>ir favorable op<strong>in</strong>ions ; for if <strong>the</strong> design can be<br />

put <strong>in</strong>to successful operation by <strong>the</strong> Government, a great revenue<br />

would eventually be derived from <strong>the</strong> establishment, besides <strong>the</strong><br />

advantages before enumerated."<br />
