• The Technical Council peer reviews individual LDRD project proposals for scientific and technical quality using internal<br />

and external reviewers. The five criteria used for rating the technical quality of proposals are<br />

- Technical Significance. The project needs to address an important technical problem, advance the state of the art in a<br />

capability or technology area, and distinguish the <strong>Laboratory</strong> from what other institutions are doing.<br />

- Technical Approach. Projects must have a technical strategy and plan that are well integrated, well developed,<br />

conceptually sound, and that show achievable endpoints.<br />

- Technical Innovation. Projects should develop novel technical concepts, approaches, and methods that create<br />

intellectual value, challenge existing paradigms, and develop new capabilities.<br />

- Technical Staff. Projects need to have investigators with a balanced mix of technical training and experience, and<br />

with a proven record of technical accomplishment.<br />

- Technical Environment. Projects must aggressively track relevant technical activities to manage the technical<br />

direction of the investment. Projects must actively seek external technical expertise to strengthen investments, as<br />

appropriate (such as collaborations and new hires).<br />

The Technical Council members rate each proposal and provide a funding recommendation to the <strong>Laboratory</strong> Director and<br />

the Strategy Council.<br />

• The <strong>Laboratory</strong> Director and the Strategy Council commission the Business Council to review each technical focus area<br />

to ensure that <strong>Laboratory</strong> thrusts are applicable to DOE missions and needs. The five criteria used for rating technical<br />

focus areas are<br />

- Enduring Benefit to the <strong>Laboratory</strong>. Projects should focus on developing our staff resources, analytical tools and<br />

equipment, and new technical capabilities.<br />

- Market Attractiveness. Projects must be relevant to DOE missions and the likelihood of new programs, if successful<br />

outcomes are achieved.<br />

- Ability to Compete. Projects should match <strong>Laboratory</strong> capabilities to mission roles and should identify a clear<br />

distinction from the work of others.<br />

- Financial. Projects should ensure that the expected results are commensurate with available funding.<br />

- Planning and Execution. For continuing projects, the proposals are rated for technical quality and the project<br />

managers are rated on performance ability.<br />

The Business Council forwards its recommendations as a part of the decision package to the <strong>Laboratory</strong> Director and<br />

Strategy Council.<br />

The <strong>Laboratory</strong> Director and Strategy Council approve the proposal recommendations and allocate funding and other<br />

resources to proposed projects according to strategic goals and priorities of the <strong>Laboratory</strong>. The principal investigators and<br />

the <strong>Laboratory</strong> staff are then notified of these funding decisions.<br />

The Technical Council and the Strategy Council are responsible for monitoring and reviewing <strong>Laboratory</strong>-level LDRD<br />

projects throughout the fiscal year to ensure that the projects are making appropriate technical progress.<br />

Division-Level Projects<br />

Each research division at the <strong>Laboratory</strong> undertakes a similar review and evaluation process for proposed projects that<br />

address the division’s strategic objectives. The Associate <strong>Laboratory</strong> Director for each division appoints an internal<br />
