Introduction<br />

Department of Energy Order 413.2A sets forth DOE’s policy and guidelines for <strong>Laboratory</strong> Directed Research and<br />

Development (LDRD) at its multiprogram laboratories. As described in 413.2A, LDRD is “research and development of a<br />

creative and innovative nature that is selected by the <strong>Laboratory</strong> Director or his or her designee for the purpose of<br />

maintaining the scientific and technological vitality of the <strong>Laboratory</strong> and to respond to scientific and technological<br />

opportunities in conformance with the guidelines in this Order.” DOE Order 413.2A requires that each laboratory submit an<br />

annual report on its LDRD activities to the Cognizant Secretarial Officer. This document is our report of LDRD research at<br />

<strong>Pacific</strong> <strong>Northwest</strong> <strong>National</strong> <strong>Laboratory</strong> for fiscal year 2000.<br />

The <strong>Laboratory</strong> supported 144 LDRD projects in 2000. The total funding allocated to these projects was approximately<br />

$12.3 million. This amount represented about 3 percent of the <strong>Laboratory</strong>’s operating budget. The maximum allowed by<br />

Congress in fiscal year 2000 was 4 percent, excluding Environmental Management funds.<br />

The <strong>Laboratory</strong> focused its LDRD research on well-defined missions and scientific assets, and developed new and innovative<br />

approaches that supported our core technical capabilities. The <strong>Laboratory</strong>’s core technical capabilities, reflected by our 15<br />

technical networks in 2000, were<br />

• Analytical and Physical Chemistry<br />

• Biosciences and Biotechnology<br />

• Computational Science and Engineering<br />

• Computer Science and Information Technology<br />

• Design and Manufacturing Engineering<br />

• Earth System Science<br />

• Energy Technology and Management<br />

• Human Health and Safety<br />

In accordance with DOE guidelines, this report provides a Director’s statement, an overview of the <strong>Laboratory</strong>’s management<br />

and self-assessment processes, a 5-year project funding table, project summaries for each LDRD project (organized by<br />

technical capability area), and brief descriptions and funding profiles for each new project started in fiscal year 2001.
