This, <strong>in</strong> turn, creates an <strong>in</strong>centive for processors <strong>and</strong> other buyers to establish closer l<strong>in</strong>ks with<br />

farmers, often <strong>in</strong> the form of formal <strong>and</strong> <strong>in</strong>formal contractual relationships. Underst<strong>and</strong><strong>in</strong>g these<br />

structural changes <strong>in</strong> the sector is critical to design<strong>in</strong>g policies <strong>and</strong> select<strong>in</strong>g public <strong>in</strong>vestments that<br />

will support the cont<strong>in</strong>ued growth of the sector.<br />

Third, the rapid growth <strong>in</strong> fruit <strong>and</strong> vegetable exports is vulnerable to restrictions on<br />

<strong>in</strong>ternational trade. Although tariff <strong>and</strong> non-tariff barriers are be<strong>in</strong>g reduced by multilateral trade<br />

agreements, sanitary <strong>and</strong> phyto-sanitary (SPS) trade regulations are becom<strong>in</strong>g <strong>in</strong>creas<strong>in</strong>g important,<br />

particularly <strong>in</strong> the trade of fruits, vegetables, animal products, <strong>and</strong> fishery products. SPS import<br />

restriction are partly a reflection of legitimate concerns of consumers <strong>in</strong> import<strong>in</strong>g countries <strong>and</strong><br />

partly a reflection of protectionist pressure from producers <strong>in</strong> those countries. <strong>Vietnam</strong> needs to<br />

develop a stronger scientific knowledge-base related to SPS issues <strong>in</strong> order to address legitimate SPS<br />

concerns of import<strong>in</strong>g countries, as well as to challenge protectionist use of SPS issues. Although this<br />

report is not <strong>in</strong>tended to explore all the SPS issues fac<strong>in</strong>g <strong>Vietnam</strong>ese exports, the report does<br />

highlight the importance of these issues for the fruit <strong>and</strong> vegetable sector.<br />

3 Objectives<br />

Given this background, the project was designed to study the fruit <strong>and</strong> vegetable sector <strong>in</strong><br />

<strong>Vietnam</strong>, focus<strong>in</strong>g on the process<strong>in</strong>g <strong>and</strong> market<strong>in</strong>g components. The orig<strong>in</strong>al proposal stated that the<br />

goal of the project was to describe the current patterns <strong>in</strong> fruit <strong>and</strong> vegetable market<strong>in</strong>g, identify<br />

constra<strong>in</strong>ts to growth, <strong>and</strong> develop recommendations for alleviat<strong>in</strong>g those constra<strong>in</strong>ts. The proposal<br />

identified seven objectives for the project.<br />

• Prelim<strong>in</strong>ary assessment of post-harvest constra<strong>in</strong>ts <strong>and</strong> selection of product groups for <strong>in</strong>depth<br />

study;<br />

• Identification <strong>and</strong> characterization of household <strong>and</strong> community management of postharvest<br />

operations <strong>and</strong> agro-food based rural <strong>in</strong>dustrialization;<br />

• Identification <strong>and</strong> characterization of market structure, market<strong>in</strong>g, <strong>and</strong> process<strong>in</strong>g<br />

enterprises <strong>in</strong>volved <strong>in</strong> post-harvest operations <strong>and</strong> agro-food based rural<br />

<strong>in</strong>dustrialization;<br />

• Identification <strong>and</strong> characterization of <strong>in</strong>stitutional mechanisms <strong>in</strong>volved <strong>in</strong> lower<strong>in</strong>g the<br />

transaction costs <strong>and</strong> <strong>in</strong>crease the access of rural households to <strong>in</strong>formation, markets, <strong>and</strong><br />

assets;<br />

• Empirical analysis of economic behavior, adoption of technology <strong>and</strong> <strong>in</strong>stitutional<br />

mechanisms;<br />

• Analysis of impact of alternative policies <strong>and</strong> strategies at the rural household level, at the<br />

market level, <strong>and</strong> at the <strong>in</strong>stitutional level;<br />

• Intensive dissem<strong>in</strong>ation of results <strong>in</strong> the country <strong>and</strong> <strong>in</strong>ternationally.<br />
