For this study, “Black” or “African American” refers to an individual having origins in any <strong>of</strong><br />

E. Statistical Disparities in <strong>Minority</strong> <strong>and</strong> Female Business Formation <strong>and</strong><br />

Business Owner Earnings<br />

Chapter V demonstrates that current M/WBE availability levels in the Clevel<strong>and</strong> market area, as<br />

measured in Chapter IV, are substantially lower in most instances than those that we would<br />

expect to observe if <strong>com</strong>mercial markets operated in a race- <strong>and</strong> gender-neutral manner <strong>and</strong> that<br />

these levels are statistically significant. 4 In other words, minorities <strong>and</strong> women tend to be<br />

substantially <strong>and</strong> significantly less likely to own their own businesses as the result <strong>of</strong><br />

discrimination than would be expected based upon their observable characteristics, including<br />
