D. Current Availability versus Expected Availability<br />

Finally, Tables 7.31 <strong>and</strong> 7.32, for all contracting <strong>and</strong> federally-assisted contracting subject to the<br />

USDOT DBE Program, respectively, provide a <strong>com</strong>parison between current levels <strong>of</strong> M/W/DBE<br />

availability for the City <strong>of</strong> Clevel<strong>and</strong> <strong>and</strong> levels that we would expect to observe in a race- <strong>and</strong><br />

gender-neutral market area. <strong>The</strong> latter, referred to as “expected availability,” is derived by<br />

dividing the current availability figures, as documented in Tables 4.21 <strong>and</strong> 4.22, by the disparity<br />

ratios documented in column (3) <strong>of</strong> Table 5.12. If no disparity is present in the relevant market<br />

area, the disparity ratio will be equal to 100 <strong>and</strong> expected availability will be equivalent to<br />

current availability. In cases where adverse disparities are present in the relevant market area, the<br />

disparity ratio will be less than 100 <strong>and</strong>, consequently, expected availability will exceed current<br />

availability.<br />

With the exception <strong>of</strong> firms owned by Asians/Pacific Isl<strong>and</strong>ers <strong>and</strong> Native Americans, expected<br />

M/W/DBE availability in the City <strong>of</strong> Clevel<strong>and</strong>’s market area exceeds current M/W/DBE<br />

availability by substantial margins.<br />
